<br />The following directions were read for the special meeting:

<br /> "You will please call a special meeting of the City Council for Friday,
<br />January 26th, at ?:30 P. M., for the followln~ ptuvposes:

<br /> "First. A conference with the School Board in regard to an appropriation for School Build-
<br />ings,~&c.
<br />
<br /> "Second. To consider the passage of an ordinance for issue of $150,000. of School Bonds,
<br />as provided by resolution of the Council at its re_~%ular meeting Jamua~y 23rd.
<br />
<br /> "Third. To consider the price to be cha~ged for cemetery lots in the late addition to the
<br />Oak Grove Cemetery.
<br />

<br />spoke on the matter.
<br />
<br /> ~Lv. Briggs, the President o~ the ss~id Board~stated that he had ascertained that $30~000~
<br />could be borrowed ~f the State Literary fun~ at '~, to be paid back to said fund in yeariy~in
<br />stalments of $2,000. each; and he had been mdvised also that $50,000. or $6~,O00.might be bor-
<br />rowed o£ certain insurance companies, at probably 5% interest; ~ut if funds are to be borrowed
<br />by the School Board, it must have a~ order of the Court therefor.

<br /> ~ir. Hunt, Superintendent of the Schools, said he w~s not committed to a~y particular m~n-
<br />nor of borrowing, but that the money should be obtained, as there was m great need for the School
<br />Buildings at this time.
<br />
<br />The m~tter was discussed further by Eessrs. Norris, Herbert, Eorgan, and Dashiell.
<br />
<br /> Fin~liy, the Chairma~ of the Finance Department se. id that the' matter h~d been referred to
<br />his Department for examination and report, but the Departmenm had come to no eonclmsion as to
<br />manner of borrowing ~nd would report "Progress." The report was adopted.
<br />
<br /> Second. To consider the passage of an ordinance for issue of $150,000. of School Bonds,
<br />as provided by resolution of the Council at its regular meeting January 23rd.
<br />
<br /> Whereupon, the following ordinance introduced in the Council on J~uauary 23rd and by re-
<br />solution ordered to lie on the table until this meeting, Was taken up, read, and adopted:

<br />SCHOOL BONDS, TO BE KNOWN AS "PORTSMOUTH, VIRGINIA, SCHOOL BONDS," PURSUANT TO SECTION THIRTY-
<br />T~.O ~a) (3Za) OF TB~ CHARTER OF THE CITY OF PORTSMOUTH, FOR THE PD~RPOSE OF ACQUIRING LAND, THE

<br />CONSTRUCTION OF PUBLIC SCHOOL. BUILDINGS THEREON, AND,FOR EQUIPPING ~D ~=J~Ni*~HING THE SAME.
