<br /> Council January 30th there were present:

<br /> The following directions were re~d for the special meeting:

<br /> "You will please call a special meeting of the City Council for Tuesday,
<br />January 3Oth, at 7:30 P. E., to consider the following matters:

<br /> "First. & proposition to exclude wood yards from certain sections of the City.
<br />
<br /> "Second. The passage of the 'Traffic Ordinance,' introduced in the Council January 23rd.
<br />
<br />"Very truly,

<br /> The "call" having been read, Ar. norris moved to take up the matter, in the order in which
<br />they appeared in the same, and to extend the privilege of the floor to ~ny one present who
<br />might desire to be heard as to same. The motion was adopted.
<br />
<br /> Mr. J. T. Hodges mpgkefirst, reading from a preps~red paper objections, especially to the
<br />wood yard of N~.. H. B. Wilkins on Washington street.
<br />
<br /> Petitions formerly presented to the Council, against the wood yard-of H. B. Wilkins and
<br />petition of Krs. Whitehurst mgainst any wood yards being lOcmted in the five old wards of the
<br />City, were read.
<br />
<br /> ~Lv. G. Hatton, attorney for Mr. Wilkins, spoke at some length, giving several reasons why
<br />the Council should not pass an ordinance prohibiting the building of wood yards in the five old
<br />Wards~of the City,
<br />
<br /> He w~s followed by Mr. Wilkins, who ~xpiained more fully his position in re,rd to same.
<br /> Mr. C. Ho Casey spoke and made further Objections.
<br />
<br /> When Mr. D~shiell moved that the matter be referred to the Council as a committee of the
<br /> whole, to be considered at its next meeting.
<br /> Mr, Korris moved to amend, that the Council met on the matter tonight.
<br /> The amendment w~s lost and then the motion by Mr. Dashieil w~s adopted.
<br />
<br /> The new proposed ."Traffic Ordinance" now came up before the body for consideration.
<br />
<br /> There were many interested citizens present~o hear the discussion of the ordinance.
<br />
<br /> Er. Dashiell moved that the privilege of the floor be granted mll p~rtles present who
<br />wished to take'Dmr~ ~n~the discussion of same and that they be heard in the same manner as in
<br />the case of the wood yards. The motion w~s adopted.
<br />

<br />considered as adopted temporarily, excep~ where objections were raised, a~d then that said
<br />sections be sent back to the Department.of Law. The motion was adopted.

<br /> Finally, on motion of ~Lr. Eorgan, it w~s resolved that the body would meet on Wed~uesd~y,
<br />February yth, to hear a report fromthe Department of Law on said ordinance with the proposed
<br />a~endment~ thereto.
<br />
<br /> At t~is point, it was noted that there was present a delegation of residents from the
<br />Seventh Wa~vd to present the opposition of the said Ward ~o abolishing their Improvement Board,
<br />~nd, on ~otion, the privilege of the floor was granted them to speak on the mmttero
<br /> U~r. R. E. Gay was the first spokesmmn, and he entered his protest against the abolish-
<br />ing of the Beard, giving sundry reasons therefor.
<br /> Mr. C~y was followed by several other residents w~o spoke to the same purpose.
<br />
<br /> In answer to the objections made by Er. Gay that
<br />they had not obtained, the Chairman of the Department
<br />had ~ee~ provided for in the Budget of l~l?.
<br />
<br />certain funds were due the Ward, which
<br />of Finance reminded them that those funds
<br />
<br /> Mr. H~nvey stated that it was understood the Sixth a~d Seventh Wards were to take c~re of
<br />the fixed charges for police, fire protection and water service five years after annexation, yet
<br />the City had continued to make provision for these expenditures.
<br />
<br /> City Nam~ger Shertzer then explained his positi~n in the matter of the proposed employment
<br />of an Assistant City Engineer. He said he had been misunderstood in the language he h~d used
<br />at the previous meeting about this Engineer.
<br /> He explained further that such money as w~s now being spent under the present ple~u on
<br />the Wards would go towards the employment of such an Assistant, and thmt they would have his
<br />
