Norgan, 6~ <br /> <br />The following directions were read for the special meeting: <br /> <br /> "Portsmouth, Va., February 5, 1~17. <br /> "Mr. L. P. V. Staples spoke for the j,itney drivers. <br /> Then the amendment by Er.
