<br />that the City Council of the City of Portsmouth, Virginia, ha~ in part been ~working under the
<br />~/~odified Commission Ptmn of Government,~ which Dlmn provides for the dividing o£ the Council
<br />into departments, that part of the plan not being the one adopted by the City of. Portsmouth in
<br />the election held in June, 1916, but is entirely different from the one mdopted by the people
<br />on that date,

<br />of the Unit~ States has called Congress to meet in extraordinary session April 2nd, 1917, for
<br />the purpose of considering such recommendations as the Pmeeident may~make relative to protecting
<br />the rights of this country on laud and sea, and should Congress find it necessmr¥ to declare was
<br />it will be the duty of the citizens of Portsmouth~ Va., to protect the citizens of this City w~o
<br />may desire to s~rve their country at a time when men are needed,
<br /> "Rssolved by the Council of the City of Portsmouth, Vm., That any emp%oyee of the s~id City
<br />who may desire to enter any branch of the service for the purpose of serving the country~$~alt
<br />be granted leave by the City Na~ager~and when discharged from such eervice~ he shall be r¢~tQ~ed
<br />to his former position~"
