"I would advise the Council that I hays received an offer for the rental of the portion
of the City Farm not being used for the purposes of the City Home~ the area amounts to between
fifty and sixty acres~ The offer has been made in the na~e cf ~Lr. Frank Hulcher, 615 London
Street, and is for the sum of One H%uudred Dollars for th~ rest of this year, that is to say un-
til January let, lgl~.~ The offer specifies that the i~nd is to be broken and sowed in black
purcn_se of the
lot which bres~ks into the N, W, corner of the Oa~k Grove Cemetery. This lot is about 59X86 feet
in size and will make about nine cemetery lots. He has advised me that if the Real can be con-
"I mm in receipt of numerous complmints concerning the creosoted a~ud tarred telegraph and
other poles which some of the public service companies have erected in the streets. As the
dinance now stands, they are required to ereo~ only painted poles, The companies contend that
the poles above mentioned are painted a~d I am at a loss as to what~ steps to take to remedy this
condition in view of their contention. I would suggest that the Council enact an ordinance pro-
hibiting the erection of any poles from which s, uy material used in the preservation of the poles
will under any conditions of weather exude or assume the condition such that the material will
~un, become sticky or rub off. I would further suggest that this ordinance be made retro-active.

"In m w~y I regret to have to advise the Council that owing to the unexpected increase in
the collection of th~ back taxes, the amount appropriated in the budget for the ~arrent year
will not be enough sad would ask that the additional sum of TP~ee Hundred and Fifty Dollars
($350.00) be m~de available for thi~ purpose. I am attaching hereto a statement showing the
s~mount collected on this account up, to date as compared with the amount collected in other years.

"I re~etfully call the,~ttention of the Council to the fact that practically ali of the
City employees are finding it impossible to live on their present ea~aries and that they have
petitioned ~or incrg~ees, The members of both the Police and Firs Departments are petitioning
for mn increase of pay to TD~ee Dollars per diem, the Captains of Police to One Hundred Dollars
per Eonth, and the Sergeants to Nine~y-five dollars per month ~
