At a Regular Me~ting °f~ t~e'Cit¥ cOuilcil held on Tuesday, December 13, 1994, there we~ present~ Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., James C. Hawks, Ja~aes T. Martin, Cameron C. Pitts, P~ Ward Robinett, Jr., V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney. Owen Seely, 12th grade student, Churchland High School, opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Webb called the meeting to order and WelcOmed all in attendance. Motion of Mr. Hawks, and seconded by Mr. Clemons, the minutes of a called meeting on November 21, 1994; a Called Meeting on November 22, 1994; a Regular Meeting on November 22, 1994; a called meeting on November 29, 1994, be approved, and was adopted by unanimous vote. Motion by Mr. Clemons, and seconded by Mr. Robinett, to change the order of business to hear Agenda Item 94-484 and 94-485 before the Non-Agenda Speakers and CIP Public Hearing, and was adopted by unanimous vote. 94-484 Public hearing for the purpose of receiving citizen input on a proposed Inter-Modal Surface Transportation Enhancement Act (ISTEA) Grant application to appropriate $6,000 of city funds to designate sites within Portsmouth as locations along Virginia's Civil War Trail. ISTEA would match $24,000. Monies would be allocated to signage and interpretative materials. There were no speakers. 94-485 - Public hearing to consider the application for exemption from taxes filed on behalf of the Girls Incorporated Center for Youth of Southwest Hampton Roads for property located at 5815 Portsmouth Boulevard in the City of Portsmouth, Virginia and used by the applicant exclusively for charitable and benevolent purposes on a non-profit basis. There were no speakers. 94-482 - Non-Agenda Speakers 1. Jackson Shaw, 503 Linda Road, spoke on a pension increase for retired Fire and Police. 2. Anthony Glover, 500 Crawford Parkway, Suite 400, spoke on a personnel issue involving the Community Services Board. 3. Helen Person, 1314 Green Street, spoke on lead in Washington Park. 4. Ray Ciccone, 232 Greenwood Drive, spoke on his opposition to the proposed real estate tax increase. - JOINT PUBLIC HEARINGS 94-483 - Joint public hearing with the City Planning Commission on the City Manager's recommended 1994-99 Capital Improvement Plan. 1. Willard Stanback, Chairman, Municipal Finance Commission, spoke in support of the proposed Capital Improvement Plan.
