At a Regular Me~ting °f~ t~e'Cit¥ cOuilcil held on Tuesday, <br />December 13, 1994, there we~ present~ <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James C. Hawks, Ja~aes T. Martin, <br />Cameron C. Pitts, P~ Ward Robinett, Jr., V. Wayne Orton, City <br />Manager, Stuart E. Katz, City Attorney. <br /> <br /> Owen Seely, 12th grade student, Churchland High School, <br />opened the meeting with prayer which was followed by the Pledge <br />of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and WelcOmed all in <br />attendance. <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Clemons, the <br />minutes of a called meeting on November 21, 1994; a Called <br />Meeting on November 22, 1994; a Regular Meeting on November 22, <br />1994; a called meeting on November 29, 1994, be approved, and <br />was adopted by unanimous vote. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to <br />change the order of business to hear Agenda Item 94-484 and <br />94-485 before the Non-Agenda Speakers and CIP Public Hearing, <br />and was adopted by unanimous vote. <br /> <br />94-484 Public hearing for the purpose of receiving citizen <br />input on a proposed Inter-Modal Surface Transportation <br />Enhancement Act (ISTEA) Grant application to appropriate $6,000 <br />of city funds to designate sites within Portsmouth as locations <br />along Virginia's Civil War Trail. ISTEA would match $24,000. <br />Monies would be allocated to signage and interpretative <br />materials. <br /> <br />There were no speakers. <br /> <br />94-485 - Public hearing to consider the application for <br />exemption from taxes filed on behalf of the Girls Incorporated <br />Center for Youth of Southwest Hampton Roads for property <br />located at 5815 Portsmouth Boulevard in the City of Portsmouth, <br />Virginia and used by the applicant exclusively for charitable <br />and benevolent purposes on a non-profit basis. <br /> <br />There were no speakers. <br /> <br />94-482 - Non-Agenda Speakers <br /> <br />1. Jackson Shaw, 503 Linda Road, spoke on a pension increase <br />for retired Fire and Police. <br /> <br />2. Anthony Glover, 500 Crawford Parkway, Suite 400, spoke on a <br />personnel issue involving the Community Services Board. <br /> <br />3. Helen Person, 1314 Green Street, spoke on lead in <br />Washington Park. <br /> <br />4. Ray Ciccone, 232 Greenwood Drive, spoke on his opposition <br />to the proposed real estate tax increase. <br /> <br />- JOINT PUBLIC HEARINGS <br /> <br />94-483 - Joint public hearing with the City Planning <br />Commission on the City Manager's recommended 1994-99 Capital <br />Improvement Plan. <br /> <br />1. Willard Stanback, Chairman, Municipal Finance Commission, <br />spoke in support of the proposed Capital Improvement Plan. <br /> <br /> <br />
