This party w~s guilty of running into a red <br />light at the enmr~nce to the ferry from High street ~ud demolished the ll~t.~ <br /> <br /> "He dismissed Nr. Coles, claiming theft there w~s no penalty for the offence committed. <br /> <br /> "Ne also dismissed a negro, William Lewis, arrested by Officer J. H. Garris, who he <br />rested for the violation of the State Prohibition Law, having in his possession at the time of <br />his arrest 9 qus~vts o~ whiskey in his basket, claiming that he jury would fail to indict the <br />negro, <br /> <br /> "The attorney for the Commonwealth took an appeal from the decision ~md has the case to <br />come up in .the September term of the Court of Hustings. <br /> <br />"Very respectfully, <br /> <br /> "~. Land, Chief of Police., <br /> The letter h~ving been read, on motion,the Clerk was instructed tO request the 0ivil & <br />Police Justice to attend a special meeting of th~ Council for Friday, Nay 15th, to answer the <br />statements in same, ~nd also to instruct the City Eanager, acting Chief of Police, ~nd the <br />Commissioner of the Revenue to be present at the meeting, <br /> <br /> The City Manager asked permission to reside at Willoughby Beach d~ing the months o~ July <br />a~ August, a~d ss~id permission w~s gr~mted,provided it does not interfere with his duty as <br /> <br /> The City Manager stmted that he had about concluded the contract with the Virginia Railway <br />& Power Co. to r®pair pavements along its tracks, the City to be put to no cost for the work <br />~s authorized by the Council to do Nay 22nd, 1917.
