<br /> Recommend&rich cf the City Manager that a resolution be passed to the effect that cs~rnivals
<br /> do not act to the best interests of the City, that they are as a whole not beneficial, and that
<br /> it is undesirable to have any more of them here.
<br /> We report that an ordinance will be drafted covering this matter.
<br />
<br /> ~ ~ Recommend~tign of the City Manager that the existing ordinance covering the subject of
<br />pAumoing and the ~nspeotion of plumbing work be amended and re-enacted so as to require that
<br />plumbers report all repair work and have the sane inspected by the Plumbing Inspector the same
<br />as now required for new work.
<br /> Suggestion of the Cily Manager as to imposing an inspection fee for the work of the Plumb-
<br />ing Inspector of about $.25 per fixture, and a small fee be charged for the issuance of permits
<br />for either new work or repair Jobs; these fees to be collected by the City Collector ~nd turned
<br />into the City Treasury.

<br /> of cows on unenclosed lots, &c.., be ~ended.
<br /> It is recommended that the following ordinance be adopted therefor:

<br />Amend and Re-ordaln~Section ~52 of the Nunicipal Code as ~ ~ An Ordinance to
<br /> Amen~e~ by an Ordinance Adopted by
<br /> the Council of the City of Portsmouth February 13, 1~17, in Reference to Cows.

<br /> A eommuniomtion from Harris Jewelry Co., of Norfolk, Va., saying that said. firm has been
<br />unable to get a report from the High Constable as to certain judgments by their attorneys.
<br /> We report that the City has no jurisdiction in this matter and it is recommended that
<br /> the communication be turne~ over to the City Manager for ~eply.

<br /> Attention called bN the City Eanage~ to the fact that in the new "Tr~fflc Ordinance" no
<br />provision has been made for protecting ~he licensed operators of public vehicles in the collec-
<br />tion of their just cha~ges.
<br /> It is recommended tha~ the following ordinance mbs adopted to cover same:

<br />to Require all Passengers Using Automobile ~ses, Jitney Automobiles, Taxi-embs, or any other
<br />Public VShlcles a~ud Conveyances to Pay to the Chauffeur, Driver, or to the Person in Charge of
<br />such Automobile, Public Vehicle, or Conveyance the Charges fixed by the Traffic Ordinance of
<br />the City, adopted by the Council ~t its Neetings held February 7th and 13th, 1~17.

<br /> Recommendations a~d suggestions of the City Nauager as follows:
<br /> (a) That an ordinance be
<br />enacted to the effect th~% no meat be exposed for sale, ~lft, barter or exchange within the
<br />limits of the City, unless the same bear the approval stamp of the Government, State, or other
<br />approved inspector.
<br /> It is recommended that the following ordir~ance ~e adopted therefor:
<br /> An Ordinance to
<br />Mske it Unlawful ~or any ~ereon to 8ell, Expose~fOr Sale, Give, Barter, or Exchange any Eeat
<br />until it h~s been Properly Approved by Some Authorized Inspector; and Also to Make it Unlawful
<br />for any Person to Slaughter Animals Mithin the Limits of the City of Portsmouth.

<br /> (b) That the penalty attached mo the offense of slaughtering animals in back yards or
<br />on any place other than regularly appointed slaughter houses, be made very much more severe
<br />than at present.
<br /> We report that this is covered by the preceding ordinance.
<br />
<br /> (c) That a tax ~e put on the g~soline filling stations ~nich occupy space on the sidewalks.
<br /> It is recommended that such a tax be not placed.
<br />
<br /> It is further recommended that the following ordinances be s~iopted:

<br />gulating and Licensing Farriers Engaged in Shoeing Horses and Establishing ~ Board for their
<br />Examination.

<br /> A~ Ordinance to Enforce Fire Regulations and to Prohibit Lighted Cigars, Pipes,

<br /> An Ordinance Providing for the Formation of a Home Defense League Among ~he Citizens of
<br />the City of Portsmouth, Virginia, Defining the Organization, Duties a~d Powers of the Same.
