June~ 16, 1~17 <br /> <br />At m special meeting of the Cm~y Council June 16th there were present: <br /> <br />~essrs--E. P. Claud, Oscie Dashiell, J. T. Hanvey, <br /> C. H~ Herbert~ Jno. A. ~orrie, 5- <br /> <br />The following directions were read for the special meeting: <br /> <br /> "Portsmouth, Va., June leth, 1917. <br /> "Mr. L. P~ Slater, <br /> ~City Clerk, City. <br /> "Dear Sir:~ <br /> "You will plemse call a special meeting of the City Council for Friday, <br />June 15th, at 8 o'clock P. E., to consider a report from the Acting Chief of Police on certain <br />actions of the Civil & Police Justice. <br /> "Very truly, <br /> <br />"J. T. Claud moved that the City Nanager be first heard ~romo The motion wms adopted° <br /> <br /> The ~nmger explained thmt he wished ~he m~tterbetween the Civil & Police Justice a~d <br />the Acting Chie~ of Police settled by the Council because, while the Acting Chief of Police <br />came under his dlrections,~the Civil & Police Justice is subject to instruction by the Council. <br /> <br /> ~. Herbert moved that the privilege of the floor be accorded to the Civil & Police Jus- <br />tice and the Acting Chief of Police. The motion was adopted. <br /> <br /> On motion, the charges made by the Acting Chief o£~Poliee were ree~i (for said charges see <br />records of June 12th~ pages t56-15Y). <br /> <br /> Er. Morris moved that the charges be t~ken up seriatim. The motion was adopted. <br /> <br /> The Civil & Police Justice claimed thmt the Council had no authority to review his court <br />decisions. ~The Chair disclaimed auy attempt of the Council ~o review hie cour~ decisions, but <br />claimed the ~ight to consider his conduct as ~ Police Justice. <br /> <br /> The ~hting Chief of Police explained his charges a~i~st the Civil & Police Justice, a~u~ <br />the matter w~=s further discussed by Messrs. Morris, Hanvey; Herbert, Dashiell, and the Civil <br />& Police Justice. <br /> (Present Er. Bunting). <br /> <br /> After some discussion of the subj*'~t, Mr. Morris moved tD~t the m~tter be closed at this <br />time to be taken up at ~ future meeting of the body. The motion w~s adopted, <br /> <br /> The City Nenmger stated that ~he Por~ Norfolk Knights of P~thias were going to hold m car- <br />nivai in the City next week, and ms the 6bjsot of the carnival is charitable, the order desired <br />to be relieved from p&yment of the City License Tax. <br /> After a discussion of the reo~est, Er. Morris movedth~t the ~an~ger communicate with <br />said Order s~d tell them to m~ke application in writing to the Council for relief from the tax, <br />~nd that the application would be considered. <br /> <br /> The Ch~ir called attention to the fact that the exercises of the High School would take <br />place at the Orpheum Theatre next ?~ssday evening, which was the regular night for the Council <br />m~eting also, ~nd as the members of the Council h~d been invited to these exercises, there was <br />some doubt in his mind ms to whether a quorum of the body could be had for its next meeting. <br /> Whereupon, 3~n~motlon of Er. Claud, the body decided to meet on Thursday, June 21st. <br /> <br /> The Chair stated that he would llke ~o meet the members and the City Manager for m sho. rt <br />conference, following ~ijournment. <br /> <br />On motion~ adjourned. <br /> <br /> <br />
