<br /> On motion, said petition w~s referred to the PUblic Service Department with instructions
<br />to report on ss~me at the next regular meeting of the Council.
<br /> The following resolutions and communication were read from the Citizens' Mass Meeting:
<br /> .Portsmouth, Virginia, July 7, 1~17.

<br />,To the CITY COUNCIL OF PORTSMOUTH, VA.:-
<br />
<br /> "In conformity with instructions of the mass
<br />meeting of citlzmns of Portsmouth, held at the Law Building on the evening of July 3rd, I
<br />herewith respectfully submit the following resolutions, which were adopted at that meeting
<br />~or presentation to your honorable body~
<br />
<br />"~REAS, the 5ity m~nager fo~m of government, over~ne!mingly
<br />adopted by the people of portsmouth, appears to the public
<br />not to be receiving a fair trial at the hands of the City
<br />Council by reason of discord and tack of co-operation, thus
<br />affecting the home and happiness of every good citizen; there-
<br />fore be it
<br />
<br />,RESOLVED,_th~t the City Council is requested to rescind its
<br />action off Monday night, June 25th, in dismissing the present
<br />City M~nager, until it shall present to the public specific
<br />reasons therefor through a committee of this meeting or to
<br />a subsequent mass meeting to be held on the evening of the
<br />16th off July.
<br />
<br />"RESOLVED ~RTHER, that if there be members of the Council
<br />who cannot carry out the mandates of the voters of Portsmouth
<br />they are requested to resign at once, so that a city manager
<br />form of government can be made effective inste~i of a com-
<br />mission form.
<br />
<br />RESOLVED FURTHER, that this meeting is strictly in the in-
<br />terest of the city's gover~._nment and welfare and i~ no se?s,e
<br />in the defense, advanceme~ or interest of any inaividual.

<br /> Mr. Bunting moved to lay the communication on the table.
<br />
<br /> Mr. Mcr=is objected to such action, and moved to amend, that the communication be consid-
<br />ered tonight.
<br />
<br /> ~The Chair rule~ th&t the motion by Mr. Morris was out of order, as a motion to "lay on
<br />the table" is nom a~mendable.
<br />
<br /> Hr. Morris moved that an appeal be taken from the ruling o~ the Ch~ir.
<br />
<br /> Mr. Herbert moved that the ruling o~ the Chair be sustained and~its ruling was sustained
<br />by a ma~ority vote.
<br />
<br />Then the motion by 4tr, ~nting w~s adopted.

<br /> Mm. Culpepper moved that the Oouncil meet Thursday night, July lZth, for a ~iscussion
<br />of aay phase of the City Managership. The motion w~s adopted.

<br /> At this point, Mr. Claud brought up the matter of extending Hatton st=est, and the privi-
<br />lege of the floor was granted to a committee from Pmrk View to speak concerning same. Mr. E. B. H~wks spoke, urging the extension o~ H~tto~ ~t~e?t.. _
<br /> Then Mr. Claud moved that a committee om six ce appomnmea ~o vmsi~ the location, look
<br />it over and ~,port as to same at the hex2 regular meeting of the body, or some meeting called
<br />for the purpose.
<br /> The motion was ~iopted, and the Chair appointed Messrs. Bunting, Herbert, Dashiell,
<br />Claud, Morris, and Oulpepper on the committee.
<br />
<br /> Mr. Dashiell moved to refer to the Finance and Public S~fety Departments the matter of a
<br />bill of samuel Eastman Company to amount of $1~0.00~ and purchase from the American LaFrance
<br />Fire Engine Co. of a steamer for $800.00, The,motion w~s ~iopted.
