September 24, 2002 (f) The applicant shall maintain, at least, ten off-street parking spaces for the childcare center. The applicant shall provide on-site drop-off/pick-up for the children at 2900 Elm Avenue. (g) The parcel at 2814 Elm Avenue shall be used solely for staff parking. (h) The center shall comply with the submitted site plan and floor plan. (i) The site must adhere to the tree canopy site requirement and the parking lot screening requirement, which requires a landscaped buffer to screen the parking area from the right-of-ways of Elm Avenue and Centre Avenue, outlined in City Code Section 40-70 through 40-74. (j) The applicant shall prepare a parking lot plan that includes ten parking spaces, required landscaping and provides convenient traffic movement. The parking lot shall be improved to City standards. (k) The applicant shall provide for trash/garbage removal from the site in accordance with the memorandum issued by the Director of General Services, dated July 30, 2002. (I) The center shall submit to all required inspections by the City's Fire Department Bureau, Public Health Department and Building Official. This shall include an initial inspection prior to the opening of the business and annual inspections thereafter. (m) The applicant shall comply with all applicable codes, ordinances and regulations of federal, state and local governments and shall obtain and maintain all necessary licenses and permits. (n) Taxes and fees associated with the property shall be paid when due. 4.
