September 24, 2002 <br /> <br /> At a Called Meeting of the City Council on Tuesday, September 24, 2002, there <br />were present: <br /> <br />Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, William E. <br />Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager C. W. <br />McCoy, City Attorney G. Timothy Oksman. <br /> <br />02 - 286 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, <br />September 24, 2002 for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />02 - 287 - The following items were discussed in Public Work Session: <br />1. Report from School Board Chairman - Betty N. Hudgins <br /> <br />2. Olde Towne Business Association - Yvonne Lerner and Peter Barr <br /> <br />3. <br /> <br />Items Presented by City Manager <br />- Report on Sentimental Journey Gala/Museums - Martha Frances Fortson <br />- Mosquitoes and Water Restriction Update - James R. Spacek <br /> <br /> plans to protect the public from terrorist activity as per subsection 20, and <br />also legal matters requiring the advice legal counsel as per subsection 7. <br /> <br />The subject matter shall be planned responses to 3ossible terrorist activity and legal <br />matters, respectively, and the purpose shall be to protect the public interest in the <br />orderly consideration of confidential subject matter. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />02 - 288 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> <br />
