P, <br /> <br />August 14, 1917 <br /> <br /> On motion, the report of the Department w~s adopted and by the following vote: <br /> <br /> Ayes--Bunting, Claud, Dashiell, Haavey, Herbsrt, Morris, <br /> <br /> On motion, the financial report wms ordered to be copied and sent to each Councilman. <br /> <br /> The following repor~ was read from Mr. T. B. Shertzer, former City Maaager, as to sale <br />of horses belonging to the Fire Department: <br /> <br />"Mr. J. T. Hanvey an~ <br /> Gentlemen of the Council. <br /> <br />"Portsmouth, Va., July 21st, 1917. <br /> <br /> "In accordance with the instructions given me by your honorable body on Tuesday, July <br />17th, I this d~my at noon ~ eleven of the horses which were formerly used in th~ Fire Depart- <br />ment sold at Public Ruction a~ter h~ving duly adver~sed~ ~he sale. The sale w~s held at ~he <br />North end of Effinghmm St.'in front of the Grimes Battery Gun Room by Mr. F. T. Briggs. The <br />reason for selling only eleven of the horses instead of twelve was that one of the animals <br />from the Chambers Co~pany wagon team w~s taken sLck last night and had to be sen~ to the hos- <br />pital, so that another horse had to be withdrawn to take its place. Shertzer, <br /> <br /> "City Manager.- <br /> On motion, the Clerk was instructed to forward the City Auditor a copy of said repo'rt. <br /> <br /> The following notices were received also' from the former City Manager, and same were~order- <br />ed to file: <br /> Appointment of M. L. Chase as a Substitute Patrolman in the Police Department. <br /> Acceptance of resignation of M. L. Ch~se as a Police Officer of the City. <br /> Appointment cf C. W. ~rnite as a Substitute Po!icem~n on the Police Force o~ th~ City. <br /> <br /> The following communications were rea~ from the lately elected City Manager: <br /> With regard to the, proposed enlargement by the Government of the Naval Cemetery in <br />Hospital grounds, enclosing copies of letters and petitions from citizens of Park View pro- <br />testing against the said enlargement. <br /> The communications h~ving been read, the privilege of the floor was gTanted to <br />Trugien and Mr. W. L. Davis, who spoke concerning the mmtter. <br /> Finm~ly Mr. Herbert moved that a committee of three be appointed from this body with <br />power to ~ot in this matter, and that the citizens of the lmcality affected appoint a like com- <br />mittee to act with the Council committee protesting~o the Navy Department against the proposed <br />enlargement of the cemetery. The motion was adopte~. <br />Claud. The Ch~ir appointed the following Council committee: Messrs. Herbert, Bunting, and <br /> <br /> Recommend~tion that the U. S. Government be allowed the use of "what is known as the <br />playgrounds on Myths street, east of Court street, and the property owned by the City on the <br />west ~f the Causeway and south of ~=awford street extended and adjacent to Cat Hole Creek," sub- <br />Ject to certain conditions. <br /> On motion, the recommendation of the Manager was adopted on conditions as set forth <br />by him, provided the Government sign a Written agreement mccepting same, and the City Attorney <br />was instructed to d~aft the a~eement, <br /> At this point, Mr, E'~,~N. Mmrkh~m spoke in o~position to the proposition, but the <br />recommendation was a~opted. <br /> <br />Submitting official reports from the various departments filed with him, including re- <br /> <br /> <br />
