<br /> At this point, the City Manager recommended an appropriation of $120. to improve the
<br />grounds mbout the Municipal Building, and said recommendation was adopted by the following

<br />SECTION II OF TP~ "ORDINANCE TO LICENSE AND RE~JLATE TP~ RUNNING OF AUTOMOBILES, &C.," KNOWN
<br />AS THE TRAFFIC ORDINANCE, ADOPTED BY THE COUNCIL FEBRUARY 7 AND FEBRUARY 17, 1917, IN RELATION
<br />TO SIGNS ON AUTOMOBILES USED FOR JiTNEY PURPOSES OR FOR HIRE.

<br /> Replying to request that I render my opinion ~ae to the manner in which the
<br />positions of Deputy City Collector and Deputy Gity Clerk should be filled,~ I beg to say:-
<br />
<br /> "The office of Deputy City Collector ~Sm~Ully covered by Section 1~! of the Municipal
<br />Code, which provides: 'The City Collector sh~!l appoint a Deputy City Collector, ~ut before
<br />~ said Deputy she,ll enter upon the duties of his office his appointment mus~ be confirmed
<br />by the City Council and he sh~tl take a~ud subscribe the oaths required by law a~ file a esr-
<br />tificmte of the same with the City Clerk, and also enter into a bond, with ~urety, to be &~
<br />proved by the City Council, in the penalty of Five Thousand Do!le~r~.'

<br /> "With reference to the Deputy City Clerk, I find that, on December 13~20, 1910, the
<br />Council adopted the following resolution: 'It is recommended that the City Clerk be autho-
<br />rized to employ an assistant by the month mt a pay of-$50 per month.' This resolution is
<br />now-in force except as to the amount of salary, which has been increased to $65.00.
<br />

<br /> acceptance of the resignation
<br />of Officer L. H. Cherry; and same w~s ordered to file.
<br />
<br /> A bill was presented from Re C. Barclay, attorney-at-law, to amount of $6~45, for expenses
<br />to Richmond to appear before the State Corporation Commission in the matter of tax assessment
<br />of the S. A. L. Ry. and the A, C. L, Ry., and same w~s allowed.
<br />
<br /> A petition was read from ce=tain citizens and taxpayers in West Park View for a gate to
<br />be placed in the fence on the west side of Oak Grove Cemetery, but no action w~s necessary
<br />on the petition, as the City Manager was ~uthorized above to have such a g~te placed.
<br />
<br /> A petition of the Clerk to the Sanitary Inspector and Department of Health for her.salary
<br />to be increased to $50° per month, w~s referred to the Department of Finance.
<br />
<br /> A communication was read from Mr. E. B. H~wks~, saying that he is not in a position at this
<br />time to serve on the s~lvisory Norfolk and Portsmouth Consolidation committee,.and same was ac-
<br />cepted.
<br />
<br /> A communication was received from the ~perintendent of the LighthOuse Service, acknow-
<br />ledging receipt of letter from the City Clerk with regard to-closing the ends of Henry and
<br />~lncotn streets, and saying that his Department will be pleased to h~ndle the m~tter further
<br />with the committee appointed by the Council, should it appear that the project outlined will
<br />be consummated.

<br /> A petition of Wo S.~ Parker to h~ve investigated damage to his blacksmith shop located
<br />at the southeast corner of South street and Prentis avenue, was referred to the dep~rtments
<br />of Finance a~ Public S~fety and the City Man~ger~
<br />
<br /> A proposition wms read from Mr. H. Lo Aiexa~der to sell the City for a cemetery a piece
<br />of land between the Key road and the Deep Creek ~o~levard, and the City Manager w~s instructed
<br />to report at the next regular meeting of the Council as to the desirability of the City ac-
<br />quiring the site offered by N~o Atexmnder, or some other site, ~nd cost of same.
