H.- ~lpepper, 7. <br /> <br />Also the City N~nager and City Attorney; From the..Citizen$' Water Committee: <br />Dr. Jos. Grice, Dr. F. S? H~pe, and Norman Cassell; from Board of Water Com- <br />missioners: E. L. Lash and 5. P. Oast; from Port Norfolk~ W. W. Hargroves, <br />Chas. F. Harper, and W. H. Rodman; and from Suffolk, Va.: J. Walter Hosier, <br />President City Council, Jo M. Butler and Dr. H. W. Campbell, members of the <br />City Council, and W. P. Lipscomb, City Attorney. <br /> <br /> Whereupon, the Departmen~ of Finance:recommended that a special appropriation of $~3~.00 <br />be allowe~ for repairs to fire engine houses, and same was allowed by the following vote: <br /> <br />Ayes-- Bunting, Claud, Dashiell, Hanvey, Herbert, <br /> Norris, Culpepper, 7. <br /> <br /> The Chai=m~n of the Department of Finance presented a bill o~ Jno. W. Happer, City At- <br />torney, to amount of. $~.~0~ for' expenses in connectionwith an injunction against the P. B. & $. <br />Water Company and the City of Norfolk, and same was allowed out of appropriation in the Budget <br />for"City Attorney's Office." <br /> <br />Second. The question of a water supply for the City of Portsmouth. <br /> <br />The City M~nager read m very inst~ctive report on the water condition. <br /> <br /> Then Nr. Bunting moved that the body go into executive session wi~h the Citizens' Commit- <br />tee, the ~ter Commission, the committee from ~uffolk and the committee from Port Norfolk. <br /> The motion was adopted. <br /> <br /> It was moved to hca= the experts who were present tonight and to hear the experts who <br />might come~eafte~ on next Wednesday night. The motion was adopted. <br /> <br /> On motion, the expe='ts we~s allowed twelve minutes emch for explanation of their views <br />of~the w~ter situation for this City, and the following spoke: N~. G~ Parker; from PoPt Norfolk: W. W. Hargroves, Chas. F. Harper, and W.H. <br /> Rodman. <br /> <br /> On motion of N~. Claud, the body went into executive session to hear from the water ex- <br />pe~s who were present, as was done St the previous meeting. <br /> <br /> There was only one' expert present, Nr. Glen M. Scofield, of the Scofmel~ Engine~vl~g Com- <br />pany, Philadelphia, Pa., and Mr. Scofield spoke on the wa~er question for the City. <br /> <br /> Letters of regret we=e read By the Manager from several engineers expressing their ina- <br />bility to be present at the Council meeting. <br /> <br /> The Manager reed. also m communication from Mr. Walter J. Hosier, President of the City <br />Council-Of Suffolk, Va., wherein he excused the ~ffolk Council delegation f~om not being <br />present, because, ms he stated, the scope of the Portsmouth Council in this matter was too <br />broad ~or their body to take up. <br /> <br /> At this point, the Manager suggested an appropriation of $6,000.00, or as m~ch of same <br />as may be necessary fo~ the employment of an expert, to be made available as soon as possible. <br /> <br /> <br />
