A. Norris and Oscie Dashiell as members of the City Council, to <br />take effect at once, were re~d and were accepted. <br /> <br /> A communication was read from the Liberty Loan Committee, inviting the M~yor and members <br />of the Council to take part in the "snow ball" parade to be held on October 2$th, a~d said <br />invitation was accepted with thanks. <br /> <br /> Petitions were re~i from the Police Department for an increase ~ ~ea~ary to $I00. per <br />month, of the Engineers s~ud Firemen aU the Sewer Power House for an in~rease by $i0, per month, <br />and of the paid men of the Fire Department, for ~n increase ~o $i00. per month. <br /> On motion, the petitions were referred to the City Manager. <br /> <br /> Er. Herbert moved to reset to the Fiance Department an appropriation <br />ing the Police Force temporarily by one m~n for two months. <br /> The motion w~s ~opted. <br /> <br />of $50. for <br /> <br />On motion, adjourned. <br /> <br />October <br /> <br />At a special meeting of the City Council October 25th there were present: <br /> <br />Eessrs--J. T. H~nvey, T. A. Bun~mn=~ M. P. Claud~ C. H. Herbert, <br /> Also the City Man, ger. <br /> <br /> The President of the body stated that the object of the meeting was to instruct the <br />~nager to ~ope~r before the Board of Harbor Commissioners on October 26th, ~nd to trans~c~ <br />such other business ms may be necessmry. <br /> <br /> The City DIanager stated his cor~erence with ~r. R. A. Hutchins, Jr., of the Board of <br />Harbor Commissioners, in regard to the harbor lines of Gander Creek and the lines ~t the end <br />of Water, Middle, Court and Dinwiddie streets; ~d the City Eanager requ, ested ~uthority to <br />mppear before the Commission. <br /> <br /> Whereupon, Er. Claud moved: "That the City Ear, get is hereby instructed to appear <br />before the Harbor Commission on October 26, 191~, for the purpose of requesting the City of <br />Portsmouth, ~irginia, in regard to estabiishir~= the h~rbor lines along Gander Creek; also to <br />establish the harbor line as near as possible along the low water line, from the end of the <br />present wharf at the end of Water street, if extended on the north side, thence westerly <br />crossing the ends of Eiddle, Court and Dinwiddie streets as they now er~, thence northerly <br />along the line of the walkway in a general direction if extended to the property of the <br />G0vernmen~ known as the United States Naval Hospital," <br /> Th~ motion was adopted. <br /> <br />There being no further business, the body s~ijourned. <br /> <br /> <br />
