<br /> On motion, the recommendation of the Manager was adopted.

<br /> 3rd. Reporting that on October 16th at 3:10 ~. mo, the roof o~ the west side of the In-
<br /> cinerator wa.s ~rned, oa~sed by paper ~ud ~rash s~ore~d in the corner of the Building.
<br /> He estimated the amount necessary to repair the roof a.s $350,00, and requested that the
<br /> m~tter be referred to the Finance Department to arr~ugs for renewing the roof a.t as e~rly
<br /> date ~s possible.
<br /> On mo~ion, an mppropriation of $100. was allowed for immediate use in repairing the
<br /> said roof, ~ud the balance of $~50. w~s referred to the Finance Department.

<br /> Sth. Attaching a letter from Mr. A. J. EcDowell, Jr., $608 Cooks street, with regmrd to
<br /> the dangerous condition of the foot bridge at the north end of Cooke street, which bridge is
<br /> used by pedestrians working a.t the plant of the Virginia-Ca,roli~ ChemicaJL Compa.ny, the South-
<br /> ern Rmilwmy, ~ud the Atlantic Coast Line Ra.ilroad.
<br /> The Na.nagsr recommen.ded tha~ a~ mppropriation of $185, be m~de to repair the bridge.
<br /> After some discussmon of the matter, it '~s referred to the Finance a~d Public Se~ice
<br /> departments with the City Attorney.

<br /> 5th. Reporting that, a.s a result of au in+~ervisw with the representatives of the Virginia
<br /> Ra.ilw~y & Power Co. in regard ~o increasing £acilities on the Navy Y~rd and Port Norfolk Xinss
<br /> of said Company, the Superintendent of Transportation has agreed to put into operation a five
<br /> minute headway during rush hours on the Navy Ya.rd line ~nd to double he~d all ~r~ on the Porl
<br /> Norfolk line.
<br /> On motion, the Clerk was ins%rdcted to write the Virginia R~ilway & Power Company and
<br /> thank it for increasing the services the routes mentioned.
<br />
<br /> 6th. With reference to the p~tition of Miss Susie ~. Joyner, Clerk to the Sanitary ~n-
<br />spector and Health Department, for an increase of salary, the Har~ger recommended that this
<br />increase be not considered at the present time, due to the preliminary changes which mre
<br />ticipated in the Hemlth Dep~rtme~t~ ~' . He stated tha~ provisions will be m~de in the budget
<br />m~ke ~llow~nces for a just mhd rea.son~,bie incrsmse.

<br />the claim be no~ allowed, ~s he doe~ not think the City is liable fo= the damages to the wa.gon,
<br />a.s the tree has been in its position for years, the wmgon of the Company has travelled t~is
<br />street on numerous.ooca.sions, and the driver was awa~e of the tree.
<br /> on motion, the recommendation of the Ean~ger was allowed.

<br /> ~th. Attmching a petition of the City.Mission Board~to be s~l!owed ~o use the two unoc-
<br /> cupied rooms in the Armistead Building for headquarters for a free clinic in the City.
<br /> The Manager recommended~that the red, est be granted, and the recommendation was adopted.
<br />
<br /> 10th. ~ith reference to the claim of W. S. Pa,rker for d~mages to his blacksmith shop mt
<br />the southwest corner o~ South street mud Prentis avenue, by reason of bad drainage, the M~nmger
<br />recommended tha.t the sum of $75, be allowed Er. Parker to compensate him for the dammges.
<br /> He eta.ted also that~it is necessary on the part of the City to enlarge the pipes now
<br />under South street so as to os~rry off a.!l the drainage in this vicinity, in order to prevent
<br />any further overflowing or.damages. He estimated thm~ it will oos~ approximately $300. to
<br />t~ke out the two pipes now in use and to r spiacs therefor either ~ concrete box culvert or m
<br />Pipe of sufficient diamagnet to drmin this section, and recommended that said amount be appro-
<br />priated for the const~ction of the drain.
<br /> On motion, the mppropriation of $75. w~s allowed Mr, Pa~ker, to be paid him when he
<br />shall have signed a release to the City from all other cledms because of d~mage to his black-
<br />smith shop; a.nd the recommended appropriation of $300. to improve the drainage conditions w~s
<br />referred to the Finance uspmrtm~nt, ~

<br /> llth. Stating thmt he had received on the 10th of October a resignation f~om Er. Wm. E.
<br />Smith, City El~ctrioia.n, said rssignation~to ta~e effect at midnight on October 14th. He
<br />stmtsd also that he ha.s filled the va.oancy by ~pointing Er. George F, ~tthews ~o fill the
<br />unexpired term of Ero Smith, at a salmry of ~I00. per month, Er. ~tthews' appointment to
<br />ta~e effect on the morning of October 22ud.
<br /> On motion, the action of the City N~nager w~s a~proved, ~nd the City N~n~gsr w~s in-
<br />structed not to receipt to Er. Smith until he has turned over to the City a~l City m~tsrial
<br />in his'hands.
