R. C, P. <br /> <br />December ~, 1917 <br /> <br />At a special meeting of the City council December ~th there were present: <br /> <br />Mesers--T. A. Bunting, E. P. Claud, J. T. Hanvey, C. H. Herbert, <br /> W. H. Culpepper, Carroll D. Deans, Earl H. Wright, <br /> Also the City Manager. <br /> <br />The following directions were read for the special meeting: <br /> <br />"Mr. L. P. Slater, <br /> <br />"Portsmouth, Va., December 3, 1917. <br /> <br />"City Clerk, City. <br /> <br /> "Dear Sir:-- <br /> "You will please call m special meeting of the City Council for Tuesdmy, <br />December 4~h, at ?:30 o'clock P. M., to consider the Budget of 1918 for its first r~ding. <br /> <br />"Very truly, <br /> <br /> "J. T. Hanvey, President." <br /> <br /> The "call, having been read, on motion, it w~e ordered that the Budget be readin detail. <br /> Whereupon, Mr. Herbert, Ch~irm~n of the Fiz~nce Depmrtment read the Budget. <br /> <br /> Er. Bunting moved that this reading be considered the first reading of the Budget and that <br />copies of it be made for each member of the Council, the City ~nager, and the City Clerk. <br /> <br /> With regard to pmy of the City Collector, Mr. Claud moved to amend by substituting a salary <br />of $3,0OO.OO per year. The amendment w~s adopted. <br /> <br /> At this point, Er. Herbert moved that before the next meeting o[ the Council notices be <br />posted thmt applicmtions'for the offices of~ City Clerk & Auditor, City Collector, City Attorney, <br />High Constable mnd Justices of the Peace must be filed with the City Clerk by next Tuesday~ <br />5 o'clock P. M., on bla~ks on hand, the election of said Officers to be on the l~th of December. <br />Also, that smid notice be inserted in the papers, stating the office, smlmry, term of office, &c. <br /> The motion was adopted. <br /> <br /> Several appli~tions for Justices of the Peace were received, ~d the Clerk was instracted <br />to acknowledge receipt of e~me and send printed mpplio~tions mo them for the positione. <br /> <br />On motion, ~djourned. <br /> <br /> <br />
