Au.qust 27, 2002 At a Regular Meeting of the City Council on Tuesday, August 27, 2002, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, Charles B. Whitehurst, Sr., Marlene W. Randall, Interim City Manager C. W. McCoy, City Attorney G. Timothy Oksman. Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting on August 13, 2002, and a Regular Meeting on August 13, 2002, and was adopted by unanimous vote. 02 - 259 - Presentation: · Presentation of special lapel pins to newly appointed Boards and Commissions members. - Public Hearing - 02 - 242 - Public hearing on use permit application: (b) U P-02-12 SOUTHSIDE NEIGHBORHOOD - Herbert Potts requests a use permit to operate a child care facility at 1016 Seventh Street. The Comprehensive Plan recommends single-family residential development of this area. Deferred from August 13, 2002 City Council meeting. 1. Herbert L. Potts, 1709 Montclair Avenue, Norfolk, spoke in support of this use permit. Motion by Ms. Randall, and seconded by Mr. Whitehurst, to refer this item back to the Planning staff. After discussion, the motion was withdrawn. Motion by Mr. Pitts, and seconded by Mr. Benn, to concur with the recommendation of the Planning Commission that UP-02-12 be approved on first reading, and was adopted by unanimous vote. - Unfinished Business - 02 - 242 - Group housing: Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following resolution, approved at the August 13, 2002 meeting, and was adopted by the following vote: 02-242(c): "A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING USE PERMIT (GHP-02-03) TO PERMIT HERBERT G. DRIER TO CONSTRUCT SIX TOWNHOUSES AT 5629 AND 5633 PARISH LANE. WHEREAS, Herbert G. Drier has made application pursuant to Section 40-112 of the Code of the City of Portsmouth, Virginia (1988), as amended, for the approval and granting of a group housing permit for six townhouses to be constructed at 5629 and 5633 Parish Lane, Portsmouth, Virginia, more particularly described as follows:
