Au.qust 27, 2002 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, August 27, 2002, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, Charles B. Whitehurst, Sr., Marlene W. Randall, Interim City <br />Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on August 13, 2002, and a Regular Meeting on August 13, 2002, and <br />was adopted by unanimous vote. <br /> <br />02 - 259 - Presentation: <br /> <br />· Presentation of special lapel pins to newly appointed Boards and Commissions <br /> members. <br /> <br />- Public Hearing - <br /> <br />02 - 242 - Public hearing on use permit application: <br /> <br />(b) U P-02-12 <br /> <br />SOUTHSIDE NEIGHBORHOOD - Herbert Potts requests a use <br />permit to operate a child care facility at 1016 Seventh Street. The <br />Comprehensive Plan recommends single-family residential <br />development of this area. Deferred from August 13, 2002 City <br />Council meeting. <br /> <br />1. Herbert L. Potts, 1709 Montclair Avenue, Norfolk, spoke in support of this use <br /> permit. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Whitehurst, to refer this item back <br />to the Planning staff. After discussion, the motion was withdrawn. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that UP-02-12 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- Unfinished Business - <br /> <br />02 - 242 - Group housing: <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following <br />resolution, approved at the August 13, 2002 meeting, and was adopted by the following <br />vote: <br /> <br />02-242(c): <br /> <br />"A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING USE PERMIT <br />(GHP-02-03) TO PERMIT HERBERT G. DRIER TO CONSTRUCT SIX TOWNHOUSES <br />AT 5629 AND 5633 PARISH LANE. <br /> <br /> WHEREAS, Herbert G. Drier has made application pursuant to Section 40-112 of <br />the Code of the City of Portsmouth, Virginia (1988), as amended, for the approval and <br />granting of a group housing permit for six townhouses to be constructed at 5629 and <br />5633 Parish Lane, Portsmouth, Virginia, more particularly described as follows: <br /> <br /> <br />
