Au,qust 27, 2002 <br /> <br /> At a Called Meeting of the City Council on Tuesday, August 27, 2002, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., *Cameron C. Pitts, <br />J. Thomas Berm III, Charles B. Whitehurst, Sr., Marlene W. Randall, Interim City <br />Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br />02 - 256 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, <br /> <br />August 27, 2002 for the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br /> By order of the Mayor." <br /> <br />02 - 257 - The following items were discussed in Public Work Session: <br /> <br />1. Master Gardeners Presentation - Barbara Early <br /> <br />2. Police Teen Academy - Lieutenant Floriani <br /> <br />3. Items Submitted by City Manager A. Water Conservation Up-date - James R. Spacek <br /> B. New Department - Otis Jordan <br /> <br />02 - 258 - Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> employee personnel matters and appointments to boards and commissions <br />as per subsection 1; <br /> <br /> the acquisition of real property for a public purpose, as per subsection 3; and <br /> plans to protect the public from terrorist activity, as per subsection 20. <br /> <br /> The subject matter of the meeting includes the performance of individual <br />employees of the City, appointments to City boards and commissions by City Council, <br />the need to acquire certain real estate for public utility purposes, and planned <br />responses to possible terrorist activity. The purpose of the meeting is to protect the <br />public interest by ensuring frank and confidential discussion of matters for which public <br />disclosure could harm or jeopardize the public interest. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2. Only such public business matters as were identified in the motion by which <br /> the Closed Meeting was convened, were heard, discussed or considered in <br /> the meeting by the City Council. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> <br />
