Au,qust 13, 2002 At a Called Meeting of the City Council on Tuesday, August 13, 2002, there were present: Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Interim City Manager C. W. McCoy, City Attorney G. Timothy Oksman. 02 - 238 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, August 13, 2002 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 02 - 239 - The following items were discussed in Public Work Session: 1. Downtown Design Committee Appeal - 1525 High Street Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to delay consideration of the Downtown Design Committee appeal for 90 days for an analysis of the property and to aggressively market the property at 1625 High Street, and was adopted by unanimous vote. 2. Bon Secours Hampton Roads 3. General Obligation Bonds - Victory Crossing - Douglas Smith Items Submitted by City Manager - Water Conservation - James R. Spacek - West Nile Virus - Dr. Demetria M. Lindsay 02 - 240 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: acquisition or sale of real property for a public purpose, as per subsection 3, and also legal matters requiring the advice of legal counsel, as per subsection 7. The subject matter shall be real estate and contractual legal matters, respectively, and the purpose shall be to protect the public interest in the orderly consideration of confidential subject matters. The motion was adopted by unanimous vote. Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
