<br /> At a Regular Meeting of the City Council held on Tuesday,
<br />January 24, 1995, there were present:
<br />
<br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons,
<br />Bernard D. Griffin, Sr., James C. Hawks, James T. Martin,
<br />Cameron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton,
<br />Manager, Stuart E. Katz, City Attorney.

<br /> Reverend Charles Harvin, St. Paul's A.M.E. Church, opened
<br />the meeting with prayer which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion of Mr. Clemons, and seconded by Mr. Martin, the
<br />minutes of a Called Meeting on January 9, 1995; a Regular
<br />Meeting on January 9, 1995; a Called Meeting on January 10,
<br />1995; and a Regular Meeting on January 10, 1995; and a Called
<br />Meeting on January 13, 1995, be approved, and was adopted by
<br />unanimous vote.

<br />95-33 Proclamation presented to Jayne White and Grant
<br />Creekmore for "American History Month".
<br />
<br />95-34 Proclamation presented to L'Rees J. Morris, Chairman,
<br />Portsmouth Music Club, for "National Music Month".
<br />
<br />95-35 Presentation of special pins to newly appointed Boards
<br />and Commissions men,hers.
<br />
<br />95-36 - Non-Agenda Speakers
<br />
<br />1. Martin Bullock, Commonwealth Attorney, spoke on salary
<br />increases for his staff.
<br />
<br />2. Helen Person, 1314 Green Street, spoke on lead in
<br />Washington Park.
<br />
<br />3. Ann Stewart, 5219 Cobble Hill Road, requested funding for a
<br />stadium for the campus of Woodrow Wilson High School.
<br />
<br />JOINT PUBLIC HEARINGS
<br />
<br />95-37 - Joint Public hearing with the Planning Commission to
<br />receive public comment on the proposed "VISION 2005, A STRATEGY
<br />PLAN FOR ECONOMIC AND COMMUNITY DEVELOPMENT MIDTOWN TO
<br />DOWNTOWN".
<br />
<br />The following members of the Planning Commission were present:

<br />James Spruill, Raymond Turner, Susan Taylor Hansen, James
<br />Overton
<br />
<br />1. Martha Creecy, 317 Dinwiddie Street, read a letter by Morton
<br />Whitlow, Chairman for the Olde Tow-ne Portsmouth Merchants
<br />Association, in support of the Economic Development Plan.
<br />
<br />2. Carleen Smith, 166 Webster Avenue, spoke in support of the
<br />Economic Development Plan.
<br />
<br />3. Mary Curran, 201 Riverside Drive, spoke in support of the
<br />Economic Development Plan.
<br />
<br />4. Leslie French, III, 208 Glasgow Street, spoke in support of
<br />the Economic Development Plan.
<br />
<br />5. Charlie Riddick, 718 Henry Street, spoke of concern for the
<br />affected area with lead contazaination in the Economic
<br />Development Plan.
