<br /> "6entlemen: -- Replying to your request calling upon me for a report on the ordinance
<br />~regulating ~he traffic in milk and cream,' I beg to say:

<br /> "That so far as I am able to rsee there are no legal objections to the ordinance, yet it
<br />is for you to determine how far such an ordinance is necess~y.
<br />
<br /> "Our State law, section 1899A of the Code, Vol. 3, page 239, seems to amply provide for
<br />the inspection of cattle by the State Live Stock Sanitary Board, while other provisions of our
<br />law protect o~ people from adulterated or impure mil~. The sirmple question, therefore, is,
<br />should we have an amended state law covering any defects that ~y now exist; fixing proper re-
<br />gulations for the entire people, or sh,mld we have local legislation whereby one part of our
<br />people differs from ar, other in regard to milk regulations.

<br /> Dr. Foard, Health Director for the City of Por~sm0uth and Cotmty of Norfolk, spoke in
<br />favor of the ordinance and several dairymen spoke in opposition thereto.
<br /> Finally, on motion of ~. Wright, the ordinance was pla~ed on~ its first reading and
<br />der~d to lie on the table until the next regular meeting of the b0dy~ and it was suggested that
<br />a cormmittee from the dairymen meet with the Boa~d of Health to die'cuss the ordinance.

<br /> The following ordinance with reference to the issue of $82,500. of vJate~ Bonds, Which had
<br />been ordered to lie on the table January 14th until this meeting of the body, was taken up, read
<br />and adopted:

<br /> ~u application was received from Mo E. Bubo. ting for appointment to the office of Justice

<br /> A p~tm~mon of D. W. Mtu~den, Sanitary Inspeot0r, for his salary to be increased to $1800.

<br /> Petitions from certain residents of High and Co~_uty streets, between First ~ud Second ave-
<br />nues, for.more police protection for this section of t~ City, and to hav~ installe~ a light at
<br />the corner~of King street and Second avenues, were referred to the City Manager.

<br /> On motion of ~Lr. Herbert, an appropriation of $65o was allowed for J. ~. Goodson's Estate
<br />for the month of December, !918.
<br />
<br /> D~. Herbert moved that fireman John White be pensioned for special s~rvioe and c~ried on
<br />the City pay rolls at full pay, he having served the City in the Fire Department for the past
<br />forty, seven ye~s. T~e ~otion was adgpted.
