P. <br /> <br />.Jtme 17, 1919 <br /> <br /> "BE IT RESOLVED by the Council of the City of P~%smouth, Va., T~t the owners of all pri- <br />vate automobiles which require a license be required to place the tag in a conspicuous place on <br />each car; and for failure to do so the one violating above shall be subjected to a fine of not <br />less than $5.00 nor more than <br /> <br /> t~. Herbert moved that the Chief of the Fire Department be authorized to attend the Con- <br />vention of Fire Chiefs to be held in KansaS'City, Mo., durt~ the week of the 2~nd; and that the <br />appropriation necessary therefor be referred to the Finance Department. <br /> The motion was adopted. <br /> <br />On motion, <br /> <br />adjourned. <br /> <br />J~l~e 26, 1919 <br /> <br />At a special meeting of the City Co,mncil June 26th there were present: <br /> <br />Messrs-~- M; P. Claud, W. H. Culpepper, C. D. Dea~s, <br /> J. T. Hanvey, C. H. Herbert, E. H. Wright, 6. <br /> Also the City Manager. <br /> <br />The following directions were read for the special meeting: <br /> <br />~ '~Nr. L. C. Brinson, <br /> <br />"Portsmouth, Va., June 25th, 1919. <br /> <br />"CityC!erk & Auditor, City. <br /> <br />"Dear Sir:-- <br /> 'You will please call a special meeting of the City Council for Thursday, June <br /> <br />26th, at 8 o'clock P. M., to consider~ a request from the Committee on ~Home-Coming Celebration.' <br /> <br />respectfully, <br /> <br />"J. T. Hanvey, President." <br /> <br /> The "call" having been read, the Corm~ittee on "Home-Coming Celebration~ presented a verbal <br />request that the City appropriate the sum of $8,000o00 to be used in entertaining the returned <br />soldiers and sailors. <br /> <br /> 0n motion, the privilege of the floor was granted to those present who mmoht wish to speak <br />on the matter,and ~. S. T. Montague and sundry others spoke urging the Oouncil to appropriate <br />$8,000.00 for the purpose. <br /> <br /> The City Attorney, who was present, was asked ~o give his opinion as to the legality of the <br />City appropriating money for this purpose; and he gave as his opinion that the City can not legal- <br />ly appropriate money for such purposes. <br /> <br /> Then the Committee withdrew its request;and ~. Herbert offered the following~resolutio~, <br />which was adopted: <br /> "HE IT RESOLVED, That the Council of the City of P~rtsmouth, Va., endorse the <br />Home-coming Celebration to be held July 4, 1919, and offer its services in making said celebra- <br />tion a success;· and that the Mayor be requested to ~ssue a proelam~tion askir~ the suppc, t of all <br />citizens for said celebration and also asking them tlc attend a Mass Meeting of the citize~ on <br />Saturday~ June 28th, at 8:30 P. M., to lend their e~£orts to make the said celebration a complete <br />SROCOSS. <br /> <br />On motion, <br /> <br />adJo?mr~aed. <br /> <br /> <br />
