.June IV, 1919 "BE IT RESOLVED by the Cc~ucil of the City of .Portsmouth, Va., That the owners of all.p~i- vats automobiles whi6h require a license be required to place the tag in a conspicuous place on each car; and for fail, re to do so the one ~violating above shall be subjected to a fine of not less than $5.00 nor mo~e than $10.00.'~ Nr. Herbert moved that the Chief of the Fire Department be authorized tO attend the Con- vention of Fire Chiefs to be held in~nsa~Cm~ty, Mo., du~ir~ the week of the 22~d; and that the appropriation necessary therefor be referred to the Finance Department. The motion was adopted. adjourned. motion, J~e 26, 1919 At a special meeting of the City Couucil June 26th there were present: 2~essrs-- M. P. Claud, W. H. Cu!pepper, C. D. Deans~ . J. T. Hanvey, C. H. Herbert, E. H. Wright, 6. Also the City Manager. The relieving directions were read for the special meeting: ~ ~Nr. L. C. Bri~son, ~Portsmouth, Va., June 25th, 1919. "City'Clerk & Auditor, City. "Dea~ Si~ :-- ~You will please call a special meeting of the City Council Eot Thursday, June 26th, at-8 o'clock P. N.1, to consider~a request f~om the. Conmuittee on ~Home-Coming Celebration.' "Very respectfully, "J. T. Hanvey, President." The "ceil'~ havi~ been read, the Committee on "Home-Coming Celebration" presented a ver~al request that the City appropriate the sum of $$,000.00 to be u~ed in entertaining the returned soldiers and sailors. 0n motion, the privilege of the floor was granted to those present who might wish to speak on the matter,and Mr. ~S. T. Montague and sund~y others spoke urging the Co~ucil to appropriate $~,000.00 for the purpose. The City Attorney, whq was.present, was asked to give his opinion as to the legality of the ~it~ appro.priating money for thms purpose; and ~e gave as his opinion that the City cannot legal- ly appropriate money for such purposes. Then the Committee withdrew its request;and M~. Herbert offered the follow~esotutior~, which was adopted: "BE IT RESOLVED, That the Council of the City of P~tsmouth, Va., endorse the Home-Coming.Celebrati~ to be held July 4, 191~, and offe~ i~s ~er~ices in making s~id cel~br~- tiona S~¢oesS;and ~hat the Nayo~ berequeste~ to issue a proelamatio~ asking the support of all citiZer~ for said c~lebration and~also asking them to attend a Mass Meeting of the citizens on Saturday~ June 28th, at 8:~0 P. ~,, to lend their efforts to make the said Celebration a complete suecess~ 0n motion, adjourned.
