N.1, to consider~a request f~om the. Conmuittee on ~Home-Coming Celebration.' <br /> <br />"Very respectfully, <br /> <br />"J. T. Hanvey, President." <br /> <br /> The "ceil'~ havi~ been read, the Committee on "Home-Coming Celebration" presented a ver~al <br />request that the City appropriate the sum of $$,000.00 to be u~ed in entertaining the returned <br />soldiers and sailors. <br /> <br /> 0n motion, the privilege of the floor was granted to those present who might wish to speak <br />on the matter,and Mr. ~S. T. Montague and sund~y others spoke urging the Co~ucil to appropriate <br />$~,000.00 for the purpose. <br /> <br /> The City Attorney, whq was.present, was asked to give his opinion as to the legality of the <br />~it~ appro.priating money for thms purpose; and ~e gave as his opinion that the City cannot legal- <br />ly appropriate money for such purposes. <br /> <br /> Then the Committee withdrew its request;and M~. Herbert offered the follow~esotutior~, <br />which was adopted: <br /> "BE IT RESOLVED, That the Council of the City of P~tsmouth, Va., endorse the <br />Home-Coming.Celebrati~ to be held July 4, 191~, and offe~ i~s ~er~ices in making s~id cel~br~- <br />tiona S~¢oesS;and ~hat the Nayo~ berequeste~ to issue a proelamatio~ asking the support of all <br />citiZer~ for said c~lebration and~also asking them to attend a Mass Meeting of the citizens on <br />Saturday~ June 28th, at 8:~0 P. ~,, to lend their efforts to make the said Celebration a complete <br />suecess~ <br /> <br />0n motion, adjourned. <br /> <br /> <br />
