<br /> A ~e~ition of certain property owners and residents on Clifford street, between Court and
<br />Washington, that sa~d street be paved, was referred to %he De~par~tment of PuBlic Service.
<br />
<br /> A bill was presented from H. B. ~ilkins to amount of $20.00, for servi6es rendered apprais-
<br />in~ coal on ferry coats mn connection w~tn the ferry appraisal; and on motion, an appropriation
<br />of~0,O0 was allowed to pay the bmll.
<br />
<br /> A petition was read from the Division Superintendent of Public Schools of ~orfolk County
<br />that the City comply with Court Order in the annexation proceedings in which the County w~s al-
<br />lowed $V,82~.09 for certain school properties taken over by the City; with interest from.~rch
<br />30th.
<br /> On motion, said petition was referred to the Department of Finance.
<br />
<br /> The followi~ resolution adopted by the Eighth War~ Civic League July 7th, was refe~ed to
<br />the Department of P~blic Service and City Manager:
<br /> "WHEREAS, The original deeds from the
<br />Norfolk Land Company, having carried a restriction .forbidding a~ building in Port Norfolk bei~
<br />erected nearer than twenty-five feet from the front street line,
<br />
<br /> "WHEREAS, This r~striction or covenant has ~o~en of very great value to Port Norfolk as
<br />a residential section, and
<br />
<br />~WHEREAS, A~viotation of this covenant will work great injury to this community,
<br />
<br /> "RESOLVED, That this Eighth ~d Civic L~ague h~reby goes on record as being unalterably
<br />opposed to any violation of this 6ovenant and its members pledge themselves jointly and severally
<br />to take the necessary steps to prevent such violations by any one. This resolution refers to
<br />property North of the Atlantic Coast Line only.
<br />
<br /> "Copies of this resolution to be furnished t~e Portsmouth City Council, City Manager, the
<br />press, a~ property o~ner or other person attemPt~ug to violate such covenant."
<br />
<br /> A petition was read from the Portsmouth Library Association for the appropriation to the
<br />Library to bs Lucreased to $2~0. per month.
<br /> Whereupon, on motion of }fm. Wright, the privilege of t~e floor was granted to a committee
<br />from the Library Association; and Rev. ~. A. Brown, Dr. Moore, Mr§.5~upi~ and others spoke in
<br />favor of the request.
<br /> Then the petition was referred to the Departments-of Pihance and Public Property.
<br />
<br /> A com&~uication was read from'the School Board askinE what has been done in regard to the
<br />paving on Cooke and Godwin streets, as petitioned by the Board February 10th; and the Clerk was
<br />instructed to answer the communication.
<br />
<br /> Nr. Herbert read a letter from the Mayor to the~ War Department, Surplu~ Property Division,
<br />Washington, D. C., concerning prices at ~hich surplus stock of canned goods, cured meats and
<br />canned vegetables held by the said Department will be offered to municipalities to be retailed
<br />to the general public through markets controlled by rmm~i~ities.
<br /> 0nmotion~ ~he advisability of the City of POrtsmouth obtaini~ some of such supplies
<br />was referred to the Finance Department.
<br />
<br /> The Department of Finance recommended that the Keeper of Cemeteries be gra~ted a bonus of
<br />$~0.00 for the first six months of l~!~; and the recommendation was adopted.
<br />
<br /> Mr.'Herbert stated that the Finance Department is now considering a scale of wages for
<br />laborers, and the Police ~nd Fire departments, and will call a meeting of the Co~ucil as soon
<br />as the scale is completed and is ready'for report.
<br />
<br /> The City Manager reported thai'the West No~folkBbidge had been badly burned in one place
<br />and co~ud~ not be used for anything but foot passengers, and that he is now in cor~erence with
<br />the County authorities in regardto putti~ the bridge in thorough repairs.
<br />
<br /> Mr. Deans offered the following resolution, ~hich was adopted:
<br /> "RESOLVED, That the Clerk be
<br />directed to write to Mr. T. A. Bunting, calling his attention to his non-attendance at meetings
<br />of the Council and ask that he in the future attend the meetings of the Co~ci! with more re~ula-
