Februar~ 13, 1995 <br /> <br /> At a Called Meeting~ of the City Council held on MOnday, <br />~ February 13, 1995, there were Present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., Jsanes C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager, <br />Stuart E. Katz, City Attorney. <br /> <br />~ 95-60 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be <br />held in the City Council Chamber, 6th floor of City Hall, 801 <br />Crawford Street, at 5:00 p.m., Monday, February 13, 1995, for <br />the purpose of a joint meeting with the Commission of <br />Architectural Review and a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br />By order of the Mayor." <br /> <br />95-62 - The following items were discussed in the Public Work <br />Session: <br /> <br />1. Joint Meeting with the Commission of Architectural Review <br /> The fOlloWing members were present: <br /> <br />Katherine Williams, William Skillman, Gerry McCants, Betsy <br />Randolph, Jane Arnold <br /> <br />2. City Council considered the appeal of Paula Richardson <br />regarding the Commission of Architectural Revlew's decision <br />concerning property at 89 Ericcson Street. <br /> <br /> It was the consensus of City Council to have the City <br />Manager investigate Mrs. Richardson's appeal, and report back to <br />City Council on the findings, and at that time action will be <br />discussed and considered. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to go <br />into Executive Session pursuant to provisions of Section 2.1-344 <br />of the Code of Virginia for the following: <br /> <br /> (1) Consideration of appointments to Boards and Co~missions <br />by the City Council, as permitted under Subsection (A) (1); <br /> <br /> (2) Discussion or consideration of the use of real property <br />for public purpose or the disposition of publicly held real <br />property in the PortCentre, downtown and central portions of the <br />City as permitted under Subsection (A)(3); <br /> <br /> (3) Consultation with the City Attorney and briefing by <br />staff regarding legal matters involving SPSA, use permit <br />procedure, and the Adelman suit, as permitted under Subsection <br />(A) (7). <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Griffin, pursuant <br />to Section 2.1-344.1 of the Code of Virginia certifying that to <br />the best of the Council member's knowledge during the <br />immediately preceding Executive Session of the City Council: <br /> <br /> (1) Only public business matters lawfully exempted from <br />open meeting requirements by the Virginia Freedom of Information <br />Act, and <br /> <br /> <br />
