Februar~ 13, 1995 At a Called Meeting~ of the City Council held on MOnday, ~ February 13, 1995, there were Present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., Jsanes C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney. ~ 95-60 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 6th floor of City Hall, 801 Crawford Street, at 5:00 p.m., Monday, February 13, 1995, for the purpose of a joint meeting with the Commission of Architectural Review and a Public Work Session. In addition, you may consider a motion to go into an Executive Session. By order of the Mayor." 95-62 - The following items were discussed in the Public Work Session: 1. Joint Meeting with the Commission of Architectural Review The fOlloWing members were present: Katherine Williams, William Skillman, Gerry McCants, Betsy Randolph, Jane Arnold 2. City Council considered the appeal of Paula Richardson regarding the Commission of Architectural Revlew's decision concerning property at 89 Ericcson Street. It was the consensus of City Council to have the City Manager investigate Mrs. Richardson's appeal, and report back to City Council on the findings, and at that time action will be discussed and considered. Motion by Mr. Clemons, and seconded by Mr. Griffin, to go into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the following: (1) Consideration of appointments to Boards and Co~missions by the City Council, as permitted under Subsection (A) (1); (2) Discussion or consideration of the use of real property for public purpose or the disposition of publicly held real property in the PortCentre, downtown and central portions of the City as permitted under Subsection (A)(3); (3) Consultation with the City Attorney and briefing by staff regarding legal matters involving SPSA, use permit procedure, and the Adelman suit, as permitted under Subsection (A) (7). The motion was adopted by unanimous vote. Motion by Mr. Martin, and seconded by Mr. Griffin, pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and
