Wright, 7. <br /> Also the City ~anager. <br /> <br /> Whereupon, the ordinance with'reference to increase.~.i~ street oar fare in the City, con- <br />tinued on the table September 19th, was taken ~o. <br /> In this connection, a co~unicatlon from the Central Improvement League was read, protesting <br />agatr~t adoption of the ordinance increasing the fare. <br /> <br /> Then the following o~dinanees and resolution, ordered to lie on the table September 19th, <br />were taken up and read: <br /> AN ORDINANCE TO REQUIRE THE RAILWAY COMPANES TO I~T~P CARS NEAT AND <br />MACHINERY IN GOOD ORDER. <br /> <br /> AN ORDINANCE REQUIRING THE STREET EAiL'~AY COMPANIES TO REPAIR TR~CKS, NOTICE OF SA~ AND <br />PE~L~LT~ FOR: FAILURE. <br /> <br />RESOLUTION IN REGARDS TO IMPROVED STRW~LET CAR CONDITIONS IN PORTSMOUTH, VIRGINIA. <br /> <br /> Whereupon, on motion, the fifth p~agraph of the resolution was amended so as to read as <br />follows: <br /> "Said negotiations and recommendations to be submitted to Council withinth~ty days <br />after tlne adoption of this Resolution. The City of Portsmouth willeEoeet that a fair perCent- <br />age of the increased revenueswill be expended by the said Company for~the bettering of the <br />eEisting conditions each year." <br /> <br />vote, <br /> <br /> Then the two ordinances and resolution,~s~amende~l~were adopted and by the following <br />the Vote being the s~me for each: <br /> A~es-- Bunting, Claud,'Cu!pepper~ Deans,~ <br /> Hanvey, Herbert, Wright, 7. <br /> <br /> The Department of Public Service presented the following ~mended c~dinanee with reference <br />to increase in the fare: <br /> "AN ORDINANCE TO PRESCHIBE THE RATES OF CHARGE FOR ~ TP~NSPORTATION <br />OF P~SSE~ERS BY~OTHIC STREET _~AILWA¥S IN THE CITT OF PORTSNOUTH, VIRGINIA. <br /> <br /> "Be it ordained by the Council of the City of Portsmouth: <br /> Section 1. That any and all pea- <br />sons, firms or corporations operating electric street railways in the City of Portsmouth, Vir- <br />ginia, under any franchise or franchises heretofore granted by the City, may charge for the <br />transportation of passer, ers within the city limits, eEcept for schos! children for whom special <br />tickets are hereinafter provided, the su~m of s~x cents per paSSenger, or'five tickets for th~ty <br />cents, payment of them said fare or ticket shall entitle passenger to a continuous ride to the <br />end of the city 1L~its, or one fare zone as they now exist. Transfers sh~!l continue to be is- <br />sued and received as at present ~ud at the present designated points. <br /> <br /> "Section 2. That tickets herein provided for shall be sold on cars, except school tickets, <br />which school tickets shall be issued and received as hereinafter provided. <br /> <br /> "Section 3. That in the m6nths of September, 0etober, November, December, January, Febru- <br />ary, ~ch, April, l~y and June of each year there shall be sold at some convenient office on <br />or near High street Lu the said City of Portsmouth during the usual business hoo~s of each day, <br />other than Sundays and iegal h~ltdays,' to the pupils of any public school within the corporate <br />limits of the City of Portsmouth, who are mn regular attendance upon ~uch school and not ove~ <br />twenty-one years of age, tickets at the rate of two and one-half (2 1/2) cents each, which tic- <br />kets sh~ll be good for use only by the pupil to whom and ~in whos~ na~e they are issued between <br />the hours of 8 AJ M. and 4:30 P. N, of each day from ~onday to F~iday, both inclusive, in the <br />months aforesaid, ~nd when so presented by the <br />perSo~mto"whom a~ inwhose'name they are issued <br />shall~entitle such persons while going to and ret?mrnLug from school to the same rights as the <br />payment of a regular cash fare. <br /> <br /> "The said Company shall not sell such tickets in lots or books of less than-twenty, and <br />then only to pupils whoshall present at the-time of the purchase of such tickets a certificate <br />of the principal or some regular teacher of the school which such pupil attends C~rtii~ying that <br />the person presenting~ the sa~e is a regular enrolled pupil'of some named public school within <br />the City of Portsmouth in regular daily attendance thereon, and is not over twenty-one years of <br />age. <br /> <br /> "Section 4. This ordinance is passed by and under the power vested in the Council of the <br />City of Portsmouth by law and is subject to repeal without ~ause or notice at any time. <br /> <br /> "Section 5. An immediate necessity thereo~ eEisting this ordinance shall be in force on <br />and after the 29th day of September, 1919." <br /> <br /> Mr. W. J. Cale, Auditor for the Va. Ry. & Power Co., presented a financial statement of <br />the Company ~nd explained the same. <br /> <br /> The privilege of the floor was granted to any one present who might desire to'speak as <br />to the ordinance and the following spoke: Messrs. W. F. Wa~d, Foste~, C. D. Lamson, C. F. Har- <br />per, C. N. ~arkham, Watts, Cone, R. E. Davis, W. H. Fairless, R. B. Esleeck and ~vage; the City <br />Nanager; and ~ssrs. Niller and Car~oway, from ~he Va.
