<br /> A communication was read from the Portsmouth Industrial Exposition and Fair CO., a~uouncing
<br />"Prosperity Week," stating that the u~_derlying principle of the whole movement is to promote a
<br />better-spirit of co-operation amor~ the people and the wonderful community spirit which .promotes
<br />in this City.
<br /> On motion, the privilege of the floor was granted to C. N. M~rkham, who urged the Council
<br />to .endorse the holding of such week, stating that the Industrial, CommerCial, Educational and
<br />Eo0non~ical resources of this City and State will be presented.
<br /> ~hen on motion, the Co~ucil endorsed such a movement.
<br />
<br /> A petition of the Portsmouth B!bra~y Association for an appropriation of $200. per month
<br />for the maintenance of the Library for 1920, was referred to the Finance Department.-
<br />
<br /> A petition was read from a co.m~ttee representing the Police Force, fortheir salary to be
<br />increased to at least that paid the Police Force in the City of Norfolk, the proposed increase
<br />to include the~C~ief, Cs~otains, Sergeants, and Patrolmen.
<br /> On motion, the petition was referred to the City Manager; and in this connection, Mr.
<br />Wright move~ that ~he City ~nager be instructed to report to the Cot~cil the names of all
<br />policemen, firemen, and other employees of the City who are not qualified voters. The motion
<br />was adopted.

<br /> A petition'of Rev. Chas. W. Cain to be relieved from the payment of the $.60 School tax
<br />on his property, wasreferred ~o the Finance Department.
