006 <br /> <br />February 14,1995 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />February 14, 1995, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James C, Hawks, James T. Martin, <br />Ca,heron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City <br />Manager; Stuart E. Katz, City Attorney. <br /> <br /> Jerome Johnson, 2nd Grade Student, Simonsdale Elementary <br />School, opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to~order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Pitts, the <br />minutes of a Called Meeting on January 23, 1995; a Called <br />Meeting on January 24, 1995; and a Regular Meeting on January <br />24, 1995, be approved, and was adopted by unanimous vote. <br /> <br />95-69 - Presentation of a M~al of Honor Award to Lonnie Blow. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to <br />· suspend the rules to hear the agenda items prior to the <br />Non-Agenda Speakers, and was adopted by unanimous vote. <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />95-71 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $565,000 from the Capital <br />Improvements Fund to the Portsmouth Redevelopment and Housing <br />Authority and/or the Industrial Development Authority of the <br />City of Portsmouth for use in the PortCentre Commerce Park to <br />promote economic development in that area, a resolution <br />authorizing the City Attorney to record Ordinance 1994-107 in <br />Circuit Court, and a motion authorizing the City Manager to <br />sign a Memorandum of Agreement. <br /> <br />a) Ordinance to appropriate $565,000 fOr economic <br /> development purposes. <br /> <br />b) Motion authorizing the City Manager to sign a <br /> Memorandum of Agreement. <br /> <br />c) <br /> <br />Resolution authorizing and directing the City Attorney <br />to record Ordinance 1994-107 in the Clerk's Office of <br />the Portsmouth Circuit Court, and waiving the option of <br />the City Council to declare said ordinance null and <br />void, and authorizing the City Manager to vacate and <br />release the whole, or portion, of a drainage easement <br />which meanders through PortCentre Commerce Park. <br /> <br /> "As you are aware, the City has been working on an <br />Economic Development project for PortCentre for several months. <br />The requested items (funds appropriation and authorization to <br />sign the Memorandum of Agreement) will allow us to consuaunate <br />negotiations and move forward with this major development. <br /> <br /> The authorization to fund the project will be temporarily <br />borrowed from a project that has been approved in a prior year <br />CIP, due to the necessity of acting in an expeditious manner on <br />this appropriation. When the City goes to market for its next <br />bond issue, the resolution will include this sum in the sale of <br />these bonds, as well as the prior year authorizations, thereby <br />reconciling and fully funding all authorizations. <br /> <br /> I hereby request that $565,000 be appropriated for site <br />improvements on public property, and that you approve a motion <br />authorizing me to sign the Memorandum of Agreement. <br /> <br /> <br />
