July 30, 2002 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, July 30, 2002, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, Interim City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on July 1, 2002, a Called Meeting on July 9, 2002, a Regular Meeting on <br />July 9, 2002, and a Called Meeting on July 24, 2002, and was adopted by unanimous <br />vote. <br /> <br />02 - 225 - Presentations: <br /> <br />· Presentation by James Eason, President and CEO, Hampton Roads Partnership, on <br /> the Hampton Roads Partnership Transportation Referendum. <br /> <br />· Proclamation presented to Coach Bryan McNeil for "Portsmouth Track and Field <br /> Club Month." <br /> <br />· Presentation of special lapel pins to newly appointed Boards and Commissions <br /> members. <br /> <br />- Public Hearing - <br /> <br />02 - 226 - Public hearing on use permit and rezoning applications: <br /> <br />(a) UP-02-09 <br /> <br />DOWNTOWN NEIGHBORHOOD - Stephen Schultz requests a use <br />permit to operate a tank cleaning service at 1807 High Street. The <br />Comprehensive Plan recommends commercial development of the <br />area. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-02-09 be denied on first and final <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />(b) Z-02-05 <br /> <br />AIRLINE COMMERCIAL & INDUSTRIAL CORRIDOR - Delphine <br /> <br />White requests the rezoning of 3715 Airline Boulevard from <br />single-family residential RS-150 to Commercial C-1-K (conditional). <br />The Comprehensive Plan recommends commercial development of <br />this area. <br /> <br />1. Thomas Engram, 807 Arnold Palmer Drive, spoke in opposition to this item. <br /> <br />2. Jim Ellis, 805 Arnold Palmer Drive, spoke in opposition to this item. <br /> <br />3. Delphine White, 626B High Street, spoke in support of this item. <br /> <br />4. Takecia M. Griffin, 2527 Applewood Lane Apt. 2A, Chesapeake, spoke in support of <br /> this item. <br /> <br />5.
