<br />02 - 230 - Items Submitted by Council Members

<br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to add to the agenda a resolution
<br />that would clarify the sign code to enhance the retail sales position of our City, and was
<br />adopted by unanimous vote.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to adopt the following resolution,
<br />and was adopted by the following vote:
<br />
<br />"A RESOLUTION RELATED TO AMENDMENTS TO THE CITY'S SIGN ORDINANCE
<br />FOR THE PURPOSES OF FURTHERING ECONOMIC DEVELOPMENT AND
<br />PROTECTING NEIGHBORHOOD QUALITY.
<br />
<br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the
<br />City Manager be, and he hereby is, directed to draft amendments to the City's sign
<br />ordinance that will reflect current economic, business and advertising practices in the
<br />retail industry and that will encourage economic and business development, consistent
<br />with the protection of neighborhood quality.
<br />
<br /> BE IT FURTHER RESOLVED that the proposed amendments shall be duly
<br />advertised, with opportunity for public hearing in the manner required by law, submitted
<br />to the Planning Commission for comment and recommendation, and brought back to
<br />City Council for official action at the earliest possible date, in accordance with Section
<br />15.2-2286 of the Code of Virginia."

<br />Councilman Whitehurst requested the Mayor report the status of the Mayor's Ball.
<br />
<br />Mayor Holley announced his appointment of Councilwoman Randall as the Council
<br />liaison for the 2003 Mayor's Ball.

<br />1. Louis Whitehead, 4415 County Street, spoke in opposition to the funding for the Todi
<br /> Music Festival.
<br />
<br />2. Reverend Shirley Hines, P. O. Box 14536, Norfolk, requested an updated on the
<br /> relocation report for Fairwood Homes residents.
<br />
<br />3. E. Saunders Early, 316 North Street, spoke in support of the Todi Music Festival.
<br />
<br />4. Raleigh Harsley, 2124 Peach Street, spoke on concerns in his neighborhood.
<br />
<br />5. Robin Zollar, 62 Afton Parkway, spoke on her new business, the Butterfly Bakery.
<br />
<br />6. Janette R. Whitley, 103 Decatur Street, spoke in opposition to the decision process
<br /> for funding for the Todi Music Festival.
<br />
<br />7. Ed Forlines, 620 High Street, spoke in support of the Todi Music Festival.
<br />
<br />8. William E. Copeland, 2107 Staunton Avenue, spoke on various City governmental
<br /> items.
<br />
<br />9. Richard Cleveland, 1731 Maple Avenue, President Prentis Place Civic League,
<br /> spoke on the Oasis ground breaking.
<br />
<br />10. Yvonne Cleveland, 1731 Maple Avenue, spoke on communications with the
<br /> community regarding the Oasis project.
<br />
<br />11. Billie Cook, 1514 Charleston Avenue, spoke on the History Commission and
<br /> requested funding.
