July 30, 2002 - City Manager's Report - 02 - 227 - Adoption of an ordinance to appropriate $471,095 in the Grants Fund for the Community Corrections and Pretrial Services Program. This program provides a comprehensive array of intermediate sanctions to the local courts as alternatives to incarceration in the City jail. No local match is required. Recommendation: · Adoption of an ordinance to appropriate $471,095 to support the Community Corrections and Pretrial Services Program. Purpose and Need: · The Department of Criminal Justice Services has made available $471,095 in State general funds to provide this program locally. · The Community Corrections Program provides a comprehensive array of intermediate sanctions to the local courts as alternatives to incarceration in the City jail. Services include probation supervision, community service work, restitution, substance abuse assessment, testing and treatment, anger education, domestic violence intervention, and other services as requested by the courts. · Pretrial Services provides supervised release to non-violent offenders and the indigent. Between July 1,2001 and May 31, 2002, the Community Corrections Program has served 604 Portsmouth citizens. The program facilitated the collection of $17,424 in restitution and $24,940 in court costs. Offenders completed 2,498 hours of community service. Over 160 offenders received conflict resolution and domestic violence intervention services and over 260 received substance abuse services. Pretrial Services conducted 1,109 investigations, screened 1,971 defendants, conducted 601 criminal record checks, received 239 placements on supervision and monitored 906 defendants released by the magistrate. Financial Impact: · There is no local match required. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $471,095 IN THE GRANTS FUND TO SUPPORT THE COMMUNITY CORRECTIONS AND PRETRIAL SERVICES PROGRAM." Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley Nays: None 02 - 228 - Adoption of a motion approving the FY 2003 Performance Contract for the Department of Behavioral Healthcare Services as required by the Code of Virginia. Recommendation: · Adoption of a motion approving the FY 2003 Performance Contract for the Department of Behavioral Healthcare Services (DBHS). Purpose and Need: · The Code of Virginia requires that a local government no later than September 15, 2002 approve the FY 2003 Performance Contract. · DBHS budget is approved annually by City Council during the City's operating budget process. The Performance Contract displays this budget in the format, required by the State.
