July 30, 2002 <br /> <br />- City Manager's Report - <br /> <br />02 - 227 - Adoption of an ordinance to appropriate $471,095 in the Grants Fund for the <br />Community Corrections and Pretrial Services Program. <br /> <br />This program provides a comprehensive array of intermediate sanctions to the <br />local courts as alternatives to incarceration in the City jail. No local match is <br />required. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $471,095 to support the Community <br />Corrections and Pretrial Services Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has made available $471,095 in State <br />general funds to provide this program locally. <br /> <br />· The Community Corrections Program provides a comprehensive array of <br />intermediate sanctions to the local courts as alternatives to incarceration in the City jail. <br />Services include probation supervision, community service work, restitution, substance <br />abuse assessment, testing and treatment, anger education, domestic violence <br />intervention, and other services as requested by the courts. <br /> <br />· Pretrial Services provides supervised release to non-violent offenders and the <br />indigent. Between July 1,2001 and May 31, 2002, the Community Corrections Program <br />has served 604 Portsmouth citizens. The program facilitated the collection of $17,424 <br />in restitution and $24,940 in court costs. Offenders completed 2,498 hours of <br />community service. Over 160 offenders received conflict resolution and domestic <br />violence intervention services and over 260 received substance abuse services. <br />Pretrial Services conducted 1,109 investigations, screened 1,971 defendants, <br />conducted 601 criminal record checks, received 239 placements on supervision and <br />monitored 906 defendants released by the magistrate. <br /> <br />Financial Impact: <br /> <br />· There is no local match required. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $471,095 IN THE GRANTS FUND TO SUPPORT <br />THE COMMUNITY CORRECTIONS AND PRETRIAL SERVICES PROGRAM." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 228 - Adoption of a motion approving the FY 2003 Performance Contract for the <br />Department of Behavioral Healthcare Services as required by the Code of Virginia. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion approving the FY 2003 Performance Contract for the <br />Department of Behavioral Healthcare Services (DBHS). <br /> <br />Purpose and Need: <br /> <br />· The Code of Virginia requires that a local government no later than September 15, <br />2002 approve the FY 2003 Performance Contract. <br /> <br />· DBHS budget is approved annually by City Council during the City's operating <br />budget process. The Performance Contract displays this budget in the format, required <br />by the State. <br /> <br /> <br />
