July 30, 2002 <br /> <br /> At a Called Meeting of the City Council on Tuesday, July 30, 2002, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, Interim City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br />02 - 222 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City <br />Manager's Conference Room, 801 Crawford Street, <br /> <br />Council to be held in the City <br /> 6th floor, 5:00 p.m., Tuesday, <br /> <br />July 30, 2002 for the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br /> By order of the Mayor." <br /> <br />02 - 223 - The following items were discussed in Public Work Session: <br /> <br />1. Water Conservation - James R. Spacek <br /> <br />2. PIT Committee (Video) - Mahlon Parker <br /> <br />3. Community Corrections and Pretrial Services Grant - Status - Amanda B. Wimberley <br /> <br />4. Mayor's Ball - 2003 - Councilman Whitehurst <br /> <br />5. Marketing Radio Tapes - Douglas Smith/Kenneth Wheeler <br /> <br />6. Outdoor Dining Permits - Robert Baldwin <br /> <br />7. Retreat November 14-16, 2002 <br /> <br />02 - 224 - Motion by Mr. Whitehurst, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> consultation with legal counsel about specific legal matters, including but not <br />limited to litigation, for the purpose of protecting the public interest and public funds, as <br />authorized by paragraph 7; and <br /> <br /> appointments to boards and commissions, for the purpose of proper <br />discussion of possible appointments, as authorized by paragraph 1. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
