July 30, 2002 At a Called Meeting of the City Council on Tuesday, July 30, 2002, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Interim City Manager C. W. McCoy, City Attorney G. Timothy Oksman. 02 - 222 - The following call for the meeting was read: "Please attend a Called Meeting of the City Manager's Conference Room, 801 Crawford Street, Council to be held in the City 6th floor, 5:00 p.m., Tuesday, July 30, 2002 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 02 - 223 - The following items were discussed in Public Work Session: 1. Water Conservation - James R. Spacek 2. PIT Committee (Video) - Mahlon Parker 3. Community Corrections and Pretrial Services Grant - Status - Amanda B. Wimberley 4. Mayor's Ball - 2003 - Councilman Whitehurst 5. Marketing Radio Tapes - Douglas Smith/Kenneth Wheeler 6. Outdoor Dining Permits - Robert Baldwin 7. Retreat November 14-16, 2002 02 - 224 - Motion by Mr. Whitehurst, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: consultation with legal counsel about specific legal matters, including but not limited to litigation, for the purpose of protecting the public interest and public funds, as authorized by paragraph 7; and appointments to boards and commissions, for the purpose of proper discussion of possible appointments, as authorized by paragraph 1. The motion was adopted by unanimous vote. Motion by Mr. Pitts, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
