03,5 March 13, 1995 At a Called Meeting of the City Council held on Monday, March 13, 1995, there were present: Mayor Gloria O. Wabb, *James C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., V. WaYne Orton, City Manager, George M. Willson, Acting City Attorney. 95-106 - The following call for ~he meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 6th floor of City Hall, 801 Crawford Street, at 5:00 p.m., Monday, March 13, 1995, for the purpose of a joint meeting with the Community Services Board and a Public Work Session. In addition, you may consider a motion to go into an Executive Session. By order of the Mayor." 95-108 - The following item was discussed in the Public Work SeSsion: 1. Joint meeting with the Community Services Board The following members were present: Dottie Swain, Mary Norris, Robert Jacobs, V. Anne Green, Betty Wright, Anthony Nicolo, Albert Eure, Frederick Watson, Floyd Reid, Daniel Tyson, Carl Burden, ROger Smith Motion by Mr. Pitts, and seconded by Mr. Martin, to go into Executive Session pursuant to provisions of Section 2.1-344 of the COde of Virginia for the following: (1) Consideration of appointments of Boards and Commissions by the City Council, as permitted under Subsection (A) (1); (2) Discussion of the use of publicly held real property in the downtown portion of the City, as permitted under Subsection (A) (3); 9! (3) ConSultation with legal counsel and briefings by staff members involving actual litigation (Abex) and a legal matter involving a use permit, as permitted under Subsection (A) (7); (4) Discussion of a personnel matter involving the positions of City Manager and City Attorney, as permitted under Subsection (A) (1). The motion was adopted by unanimous vote. Motion by Mr. Martin, and seconded by Mr. Pitts, pursuant to Section 2.1'-344.1 of the Code of Virginia certifying that to the best of the Council member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and (2) Only such public business matters as were identified in the motion by which the Executive Session was convened, were heard, discussed or Considered in the meeting by the City Council.
