<br /> "Third- The Federal Government is an innocent party in a contemplated contract between
<br /> it and Norfolk City relative to an agreement to serve water at Craney ~sland.

<br /> "~TEREAS, it is proper on thy part of the City of Portsmouth to notify the contracting
<br />parties of the existence of a previous contract, that its future interests may be properly
<br />protected.
<br />
<br /> · B~R~FORE, BE ~T R~SOLVED, That the City Manager of Port~mouth be instructed to notify
<br />in writing the Federal~Government a~d the City of Norfolk of the previous contract which pro-
<br />hibitSthereof.,Norfolk from selling water on the West ~ide of the Elizabeth River or Southern Branch

<br /> On motion, the said resolution was adopted, oand by the following vote:

<br /> In this connection, Mr. White moved that the question of the City of Norfolk furnishing
<br /> wate~ to consumers on the West Side of the Southerm branch of the ~lizzbeth River ~rom its
<br /> supply pipes lea4ing from the Dismal Swamp Canal, be referred to the City Manager.
<br /> The motion w~s adopted.
<br />
<br /> On motion o£ Mr. White, the. City Attorney was instructed to bring in ordinandes parallel,
<br /> lng the State Laws where same.can be done legally.
<br />
<br /> Mr. Brooks moved that the following matters be referred to the City Manager:

<br /> Bad (a) The ad-
<br />visability of o~ening Cooke street to South street; (b) ~Condition of the tracks of the Va.
<br />Ry..& Power Co., (c) ~equiring lights on all vehicles at night; (d~ Prohibiting begging,
<br />~olioiting and. t~d~ys on the streets; (~) Prohibiting street fakers from selling merchmndise
<br />on the streets, ~z~ advisability om cutting curbs to allow automobiles to cross sidewalks to
<br />garages.
<br /> The motion was adopted.
<br />
<br /> Mr. Brooks, Chairman of the Telephone Committee, read m letter from ~. Fred Bonne¥, Dis-
<br /> triot E~nager of the Chesapeake & PotOmac Telephone Co., in reply to m letter
<br /> from Ur. Brooks.
<br /> Mr. Bonney stated in !he letter that "as the matter of automatic service is in the
<br /> hands of a committe~ appointed by.the Council in November, it would seem proper that ~ meeting
<br /> be balled and the Telephone~Company notified." That they will have representatives present,
<br /> who will, he b~lieves, be in position to state officially just wh~t can be done ~s to automa-
<br /> tic. He suggested a meeting be called during th$ week of January 3rd.
<br /> On motion, the letter was ordered mo be filed.
<br />
<br /> The following resolution was offered by the City Manager, and ~dopted:
<br />
<br /> "RESOLVED, That the City Council of Portsmouth, Virgimia, requests that our Senators
<br />and Representatives in thy Congress of the United States to amend a Bill now pending in the
<br />U. S. Sena%e, known as the Townsend Inter-State Highwmy Bill, between the several States, to
<br />provide that one of the physical connections between Virginim and North Carolinm shall be
<br />highway to go from Portsmouth, Va., to Elizabeth City, N. C., vi~Ythe e~sterly side of the
<br />Dismml Swamp Canal (now called the Lake Drummond C~nal), and to be kno~ as the Washington-
<br />Madison Road, in commemoration of Geo. ~ashington ~nd James Madison who were vitally interest-
<br />ed in the established of this road as far back as '1~784. The old road on the easterly side of
<br />the~ Dismml Swamp Canal before the Civil Wa~ was th~ old stage ~o~oh road and also used to carry
<br />the U. S. Mail, and there are now post offices on ~his route."
<br />
<br /> Mr. White called attention to the fact tham the C. & O. Ry. are petitioning the Corporatioh
<br />Commission ~o be allowed to w~thd~aw their service from Portsmouth.
<br /> The City Manager stmted that he had the ma~ter in hand and would see that the City's
<br />rights are prot-e~ted,
<br /> ~ner~upon, in this connection, Mr. Brooks moved that the City Manager be authorized to
<br />~mploy such legal reoresentation as he deemed necessary to handle the matter,and that ~ commit-
<br />tee he ~ppointed/to ~o-operate with the City Manager.~ The motion was adopted.

<br /> Mr. Hal! moved that the City Manager be instructed to request the Corporation Commission
<br />to compel all steamers to land in Portsmouth. The motion was adopted.
<br />
<br /> ~r. Vnite moved, to adjourn to December 30th, at 8 P. M., to consider the Budge~ of An-
<br />ticipated Receipts and Expenditures for th~ City and Eighth & Ninth Wards for Year 1921, and
<br />the election of a City Attorney. The m~ion was ~dopted.
