<br /> "WHEREAS, It was a pledge
<br />gambling and boot-legging and to maintain law and order in the
<br />
<br /> "~HEREAE, The various directors, officials and personnel of the Police Dept. have been
<br />specifically instructed to cope with this situation and,
<br />
<br /> "WHEREAS, A personal attack upon an official of the City
<br />is ~ot only a direct affront to law and order but lsa direct
<br />of this City in its efforts to better conditions and,
<br />
<br />in the discharge of his duty
<br />slap at the legislative body
<br />
<br /> "~REAS, It is alleged that Austin Etheridge did on December 2~, 1920, personally attack
<br />J. Davis Reed, Director of Public Safety, apparently by reason of the latter's manifest inter-
<br />est in local conditions and his efforts to carry out the pledge of the Council.
<br />
<br /> "BE IT T~REFORE RESOLVED, That the City Council pledge its fullest support to the City
<br />Manager and the Director of Public Safety in their efforts to enforce law and to preserve
<br />or,er and
<br />
<br /> "BE IT FURTHER RESOLVED, That the City Attorney be directed to appear in the Cou~t of
<br />Hustings at the proper ~ime as counsel for J. Davis Reed, Director of Public Safety, to assist
<br />the Commonwealth A~torney in the prosecution of charges against said ~tner~dge.

<br />Mr. Brooks offered the following resolution, and same was adopted:
<br />
<br /> "WHEREAS, The p~st 2~ hours of Portsmouth's history have brought to light certain serious
<br />violations of our l~ws,
<br />
<br /> "~HEREAS, It is with pleasure and accord that the Council receives this report of the ac-
<br />tion of its officials and citizens,
<br />
<br /> "THEREFORE, BE ~T RESOLVED, That the City Manager be instructed to procure, with the con-
<br />senm and approval of the Commonwealth Attorney, whatever legal assistance he may deem neces-
<br />sary to assist the Commonwealth in prosecuting the various vice oases that have ~isen from
<br />the recent aotivities.~

<br /> At this point, the Finance Committee made the following ~epo~t on issue of $600,000.

<br /> The approving~leg~l opinion of John C. Thomson, Esq., is to be
<br /> furnished to us prior to delivery without cost to us or full
<br /> papers evidencing to the satisfaction of our attorneys the legal=
<br /> ity of these bonds and the authority ~o levy sufficien~ taxes
<br /> for the paymen~ of the principal and interest thereof are ~o be
<br /> furnished to us prior to the delivery of the bonds.
<br /> We enclose herewith our certified check for $6,000. payable
<br /> to the order of H. L, Hudgins, Treasurer of the City of Ports-
<br /> mouth, Va,, which check is to be returned to the undersigned
<br /> if this bid be not mccepted, otherwise, it is to be deposited
<br /> by said City, and when the bonds ~re delivered and paid for under
<br /> the terms of this bid, is Zo be conside~red as an advance
<br /> payment therefor, or ~o be ~etained as and for liquidated dama-
<br /> ges in case we fail to take up and pay for the bonds.
