<br />Island, and the stipulation contained therein whereby the City of Norfolk will fturnish water
<br />to the Craney Is!~nd Quarantine Station should future developments render necessary the ob-
<br />taining of such water supply. You are advised that this is a matter which must necessarily
<br />be adjusted by authorities of the City of Portsmouth and the City of Norfolk. This department
<br />does not seem to be concerned in the controversy.
<br />
<br /> At present the Quarantine Station is amply supplied with water from the deep well at the
<br />Station, and it does not seem very probable that the Government will ever need to secure water
<br />from the City of Norfolk mains passing through the Island. in view of the fact, however, that
<br />the City of Norfolk would have water mains on the premises and, on the contrary, the City of
<br />Portsmouth would not have avail~ole water supply an~'~here in the vicinity, possibly not within
<br />two or thre~ miles, it does not ~ppear that the furnishing of water to The Station by the City
<br />of Norfolk would be.prejudicial to the interests of the City of Portsmouth, since the latter
<br />would not be in a position to furnish the wamer, if needed.

<br /> It may be of interest to you~ mo recall that representatives of the Public Health Service
<br />endeavored to interest the authorities of the City of Portsmouth to extend the City water con-
<br />duits toward Craney Island, and it was only after failure to interest the City of Portsmouth
<br />in this project that the Department finally decided to attempt securing water through means
<br />of a driven well on Craney Island, which resulted in securing a supply of water which is at
<br />present entirely adequate for the needs of the Quarantine Station.
<br />
<br /> The license granted by this department to the City of Norfolk for running its mains
<br />through Craney Island has already been executed ~nd the dep~rtment does not feel that it is
<br />in a position to withdraw such license as long as the City 'of Norfolk conforms to the provisions
<br />of the permit.
<br />
<br /> In view of the foregoing, the dep~rtment t~usts

<br />in advance to the City Collector on or before J~nuary 1st of each year a fee of $6.00~Dor a
<br />'whole lot or $3.00 fora half lot for the privilege of having the City forces maintain his o~
<br />her lot in ~voper condition. In case said fee is not paid on or before January let of each
<br />year it shall be assumed that Zhe lot owner proposes to maintain his or her lot in proper con-
<br />dition and failure to do this after due notice from Keeper of the Cemeteries shall subject s~id
<br />owner to a fine of $5.00 and each day.'s failure to comply with the ~erms of said notice after
<br />date set in notice shall constitute ~ separate offence."

<br />Wythe street. He stated that it is very desirable that this lot shall be secured so as to ex-
<br />tend the City playgrounds in this vicinity; that if the condemnation proceedingsresult in a
<br />price not in excess of $25,000.00, he is of the opinion that it would be to the interest of the

<br /> 9th. Reported that in accordance with instructions of mhe Council given at meeting held
<br />December l~th, he has instructed "all City employees that all purchasing must be done thorough
<br />the City Man~ger; ~nd that all officials collecting m~ney other tha~u the City Collector, shmll
<br />give a duplicate receipt for this money; shall pay the money so collected to the City Collector
<br />on tSe first of each week, taking a receipt for e~me in duplicate, one for r~tention and one fo~
<br />the Otty Auditor; and shall~make monthly reports ~n duplicate, on~ for the City Manager and one
<br />for the City Auditor. A~y officer or employee who shall ~l! ~o give a receipt as aforesaid,
<br />shall pay a fine of ~lO. fo~ each failure."

<br />thereon at an estimated cost of $30,500 to house Hook and Ladde~ and Trucks-now housed on

<br />steamer in No~ ~ being transferred to engine house in Port Norfolk and the new machine uow at
