<br />At a special meeting of the City Council January 14th there were present:

<br />Messrs-- Vernon Brooks, R. B. Esleeck, J. C. Smith,
<br /> J. H. Hall, Jr., R. A. Hutchins, Jr.,
<br /> J. Alden Oast, L. G. White,
<br /> Also the City Manager.
<br />
<br />The following directions were read for the special meeting:

<br /> · 'An Ordinance Authorizing the Issuance of Six Hundred Thousand Dol~

<br />lars ($600,O00.00) Bonds of the City of Portsmouth, Virginia, for the Pu~rpose of Constructing
<br />
<br />a School House, Fire House, and Public Building, and Making Street Improvements in said City;
<br />Making Provision for Form of said Bonds and for the Payment Thereof.~

<br /> Whereupon, the "call" h~ing been ~ead, on.m6tion ~f Mr. Hall, seconded by Mr. Esleeck,
<br />the following, o~dinance was taken from the table, read, and adopted:

<br />AN ORDINANCE A~JTHORIZING THE ISSUANCE OF SIX HUi~ORED THOUSAND DOLLARS ($600,000.00)
<br />
<br />BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF CONSTRUCTING A SCHOOL HOUSE,
<br />
<br />FIRE HOUo~, AND PUBLIC BUILDING, AND'MAKING STREET IMPROVEMENTS IN SAID CITY; MAKING PROVISION
<br />FOR FORM OF SAID BONDS AND FOR THE PAYMENT THEREOF. (See O~dinance Book).

<br />And by the following vote:
