<br /> Reports of the City Clerk & Auditor, City Treasurer, and City Collector for the month of
<br /> December, 1920.
<br /> We have examined these reports and it is recommended that they be filed.
<br />
<br /> A request of the City Manager that he be authorized to institute condemnation proceedings
<br />in connection with plat of ground owned by Mr. H. L. Alexander fronting 256 feet on Court St.
<br />and 193 feet on Wythe s~reet, so as to ex~end the City playgrounds in this vicinity. (Stating
<br />ih~t if the condemnation proceedings result in a price not in excess of $25,000~ he is of the
<br /> opinion that it would be to the interest of the City to secure it).
<br /> Progress as to s~me.
<br />
<br /> Recommendations of the City Manager with regard to consolidating. Nos. I and 2 fire stations
<br /> and purchasing land and building a new fire station on Washington St.
<br /> Progress.
<br />
<br /> City Manager submits recommendation from the City Attorney that the ordinances of the City
<br /> be codified, at an estimated cost of $300.00.
<br /> It is recommended that said appropriation be allowed, out of appropriation in the
<br /> Budget for "City Attorney."
<br />
<br /> Statement from the School Board of the following amounts necessary to cover all accounts
<br /> due on the New Colored School Building: E. C. Ford. $26,60~.~4; American Heatlnz & Ventilating
<br /> Co., $5,580.59; Chas. M. Robinson, $4~2.51; Equipment, $8,38~12. Total, $~1,0~.76.
<br /> Progress.

<br /> A request of the School Board that an appropriation of $2,300. be allowed for the purchase
<br /> of lots ad~oining the Wood.row Wilson High School.
<br /> ~t le recommended that said communication be referred back to the S~hool Board for
<br /> additional information~ in regard to the lots desired to be purchased, such as sizes, numbers,
<br />
<br /> to amount of $200.00 and Deputy Collector mo amount of $200.00,
<br /> Bills of the City Collector
<br /> for collection of 90~ 1919 City Taxes.
<br /> It is recommended that said bills be paid, out of app~op=iatio~allowed in the Bud-

<br /> The Council at its meeting of January ll~h, 1~21, adopted the following
<br />motion: "that a full and free investigation as asked for !~ copy Of letter from J. M. Brough-
<br />t-on, Harry A. Eden, and S. O. Williams, suspended officers from the Police Departmen~ of the
<br />City of Portsmouth, be granted; no reflection whatever being intended in any way on the action
<br />of ~he City Man,get, and that the City Attorney be instructed to give a more detailed report
<br />so ms to advise the Council further in the mat~er as to its procedure.'

<br /> "My conclusions as mo th~ight of the Council to hold such investigation, and the scope
<br />thereof, follow:

<br /> · ~"By section 2955 of the Code of Virginia the City Manager is given full authority to
<br />point and remove all City officials, except those iR the fin~cial, legal and judicial depart-
