April 24, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, April 24, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager <br />Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on April 9, 2001, a Called Meeting on April 10, 2001, a Regular Meeting <br />on April 10, 2001, and a Called Meeting on April 16, 2001, and was adopted by <br />unanimous vote. <br /> <br />01 - 133 - Presentations: <br /> <br />Proclamation presented to Police Chief Leonard G. Cooke for "Police Week". <br /> <br />Proclamation presented to Ettie Jeanne Harris for "National Music Week". <br /> <br />- Public Hearing - <br /> <br />01 - 134 - Public hearing on code amendment, use permit, and group housing <br />applications: <br /> <br />(a) CA-00-06 <br /> <br />CITYWIDE - The City of Portsmouth requests a Code Amendment <br />to Chapter 40 of the Zoning Ordinance as it pertains to fences and <br />Chapter 32 of the City Code referencing barbed or razor wire. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Whitehurst, to concur with the <br />CA-00-06 be approved on first <br /> <br />(b) UP-01-06 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request of Johnathan Boggs to <br />operate a 50 seat restaurant at 440-442 High Street. The property <br />is zoned Downtown-Mixed and the Comprehensive Plan <br />recommends commercial development. <br /> <br /> Motion by Mr. Whitehurst, and seconded by <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Mr. Moody, to concur with the <br />UP-01-06 be approved on first <br /> <br />(a) GHP-01-02 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request of Vernon Wimbrough <br />to convert the 2nd floor of 525 High Street into four (4) apartments. <br />The property is zoned Downtown-Mixed and the Comprehensive <br />Plan recommends commercial development. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that GHP-01-02 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- Unfinished Business - <br /> <br />01 - 116 - Use permit application: <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to adopt the following <br />resolution, approved at the April 10, 2001 meeting, and was adopted by the following <br />vote: <br /> <br />01-116(a): <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO CHARLES F. HUNEYCUTT FOR <br />THE OPERATION OF AN ENTERTAINMENT ESTABLISHMENT AT 4600 GEORGE <br />WASHINGTON HIGHWAY. <br /> <br /> <br />
