<br />that by utilizing all of the new Cemetery for ~the pttrposes for which it was originally purchas-
<br />ed and by placing proper sa~fe-guards around the meme~ery fund, it would in time bsa saving
<br />proposition. If half of it is diverted 'to be used as a park, as far as I can see, the cemeteries
<br />will always be conducted at a loss to theCity.

<br /> "Looking at it, therefore, from a purely financial standpoint, I can not recommend the pro-
<br />ject favorably to the Council. If, however, the Council feels that the City can shoulder the
<br />additional financial burden ~hich would be involved by converting part of the cemetery into a
<br />p~rk, it will undoubtedly in tim~ be a source of great pleasure to the people of the City,and
<br />I do not believe there would be,~uch difficulty in arranging with the Federal Government for
<br />an exbhange of the plat now owned by it for a plat of equal qr greater size in the southern
<br />par~ of the property."

<br /> Whereupon, Mr. Esleeok moved that a speolal Committee, consisting of the Council and
<br />City Manager, b~ appointed for a specific recommendation with regard to converting the northern
<br />half of'the new cemetery into a park. The motion was adopted.

<br /> 9th~ The following communication with regard to w~rious improvements:
<br /> "I h~pe at an early
<br />date to submit to the Council m complete project for providing sewers and storm drains in those
<br />portions of the old City not now provided with them; for. sewers and storm drains for the great-
<br />er ps~rt of the Sixth and Seventh Wards; for curbs smd gutters where not already provided in
<br />the ~ntire City,~exol~si~e of the Eighth and Ninth Wards; and for the paving of certain arteries
<br />of traffic, as well ~s other streets where taxes and traffic Justify.

<br /> "The complete projeo~ will involve ~n expenditure at present prices in excess of $2,000,000.
<br />over a period of four years, or assuming some drop in prices, approximately $500,000. per year.
<br />
<br /> "In order to get the work underway with ms little delay as possible, I now recommend an
<br />immediate bond issue of $100,000. with ~uture issues at intervals during the year of $400,000.00,
<br />to cover the following items of works

<br />On motion, the communication was referred to the Finance Committee.

<br /> lOth. Recommendation of the Manager that he be authorized to pay Police Officer Quackenbush
<br />$6~.35 for time lost from duty; he having been wounded in the hand by a negro, whom he and Of-
<br />ricer Flowers were attempting to arrest January 13th.
<br /> On motion, the recommendation w~s referred to the Finance Committee.

<br /> llth. S~ating that "at the request of the Va. Railway & Power Co. he has delayed action
<br />on the lowering of track and the resumption of service on the Sixth Ave. line until the Company
<br />could-have an opportunity to be heard by the Council at meeting to be held on Feb. 22nd. Mr.
<br />T. ~crman Jones'now suggests that the order be modified so as to permit the Company to lower
<br />it~tracks on Sixth Ave. and to c~n~ct~ the track on Sixth Ave. north of High St. with the
<br />High St. Line, and on completion of this work to abandon the operation of cars on County St.
<br />removing these cars to High St; and operating them along High to Sixth Ave. and thence morth
<br />along Sixth Ave. ~o Glasgow St. I think the suggestion as to track on Sixth Ave. north of High
<br />a good one. The track on Sixth Ave. south of High should be removed and the street paved by
<br />the Company. Service on ~ounty St. should be continued for the present."
<br /> The communication having been read, on motion of Nr. Brooks, the privilege of the floor
<br />was granted to Mr. Frank L. Crobker, attorney 'for the Virginia R~ilway & Power Co., who explain-
<br />ed the ~equest of the said Company.
