'White, <br /> Also the City Manager. <br /> <br />The minutes of the regular meeting ~ebz~a~y Sth were read and were approved. <br /> <br /> REPORTS OF COMMITTEES <br /> Finance-- <br /> Referred February 8th <br /> A request of th? City Manager that an appropriation of $61%,24 be allowed to pay the Uo S. <br />Housing Corporation (George L~ary-C0~struction Co. acting for the said Corporation in the mat- <br />ter) for surplus material purchased bM the City for bridges and culverts. <br /> Progress as to same. <br /> <br /> A communication from the City Attorney stating that he is of the opinion that the claim <br />of the Maryland C~sualty Co. vs. the City is a just claim and 'one for which the City is liable, <br />same being for damage done to plate glass window when antomohile of the Health dep~xtment was <br />backed into the window. The damage amounted to $10~o98, which said Insurance Co. pmld ~o Dr. <br />Grioe, the owner of the premises. <br /> It is recommended that a special appropriation of $109.98 be allowed to settle the <br />claim. <br /> <br />Reports of the City Clerk & Auditor and City Collector for the month of January, 1921. <br /> We have examined these reports and it is recommended that they be filed. <br /> <br /> Bills of the Virginian-Pilot Publishing Co. to amount of $4~.O0 and Portsmouth Star to <br />amount of $61.50, with regard to advertising Mass Meeting held January 23rd and 30th concern- <br />ing proposed removal of County seat to Norfolk. <br /> Progress. <br /> <br /> A communication from the School Board giving additional information with regard to lots <br />adjoining the Woodrow Wilson High School, which the School Board desires to purchase. <br /> It is recommended that a special appropriation of $2300. be allowed for purchase of <br />these lots, to be paid for out of bond issue. <br /> <br /> Notice from the Clerk of the Board of Review of certain corrections of errors in the L~nd <br />Book of 1920 of the City of Portsmouth as returned by John C. Niemeyer, Commissioner of the <br />Revenue, within 60 days from the date thereof. <br /> Progress. <br /> <br />Referred November 9th <br /> <br /> A bill of Jno. C. Notices of the appoint- <br />ment of W. C. Gray as a Call Man on the Police Force, effective Februzry l?th; that substitute <br />p~tro~ma~ W. P. Burns resigned from the Police Force, effective Feb. 9th. <br /> On motion, the communications were ordered to be filed. <br /> <br /> 2nd. Stating that. he is in receipt of a letter from the Director of Public Ss~fety, in <br />which the Director recommends that the $720. appropriated for 4 call men in the Fire Depa~t- <br />merit, be re-appropriated, so as to make available for employmen~ of call men on the old basis <br />of $1.00 for each call and $.50 per hour. <br /> On motion, the recommendation was referred to the Finance Committee. <br /> <br /> 3rd. Stating that he is in receipt of a proposition from the General Supply Depot of the <br />War Department, suggesting that the City undertake the s~le of certain can goods in order to <br />affect a saving to citizens interested in the purchase of this character of food. That we <br />have certain licensed business men in this City who pay an important item of our tax~s for the <br />privilege of disposing of food products to the citizens of the City; that he has not received <br />any complaints as to e~cessive prices charged and that since ~is coming to Portsmouth there has <br />been a considerable decline in retail prices. It dOes not, therefore, seem to him proper that <br />the City should go into busines~ of this kind and compete with merchants unless prices charged <br />are shown to be extr&vagan~ and that large saving would result from the establishment of a City <br />StOre. <br /> On motion of Mr, White, the action of the Manager concerning this matter was concurred in. <br /> <br /> %th. Recommendation that an appropriation of $%?. be made to pmy bill of Dr. F. G. Elliott <br />for pro~essional services rendered George Moore, an employee of the City asphalt plant. <br /> On motion, the matter was referred ~o the Finance Committee. <br /> <br /> 5th. Enclosing a report submitted by a Committee of Ten, appointed under a resolution <br />adopted hy a Mass Meeting of citizens held January l~, 1921, relative to the proposed ~emoval <br />of the Court House of Norfolk County from the City of Portsmouth to the Cit~ of Norfolk.
