222 <br /> <br />~sbruary 25, 1~1 <br /> <br />At a special meeting of the City Council February 25th there were present: <br /> <br />Msssrs-- Vernon Brooks, R. B. Es!cock, J. C. Smith, <br /> J. H. Hall, Jr., R. 4. Hutchins, Jr., <br /> J.Alden Cast, L. G. White, 7. <br /> Also the City Manager. <br /> <br />The following directions were read for the special meeting: <br /> <br />"Per t smou th, <br /> <br />Mr. L. C. Brinson, <br /> City Clerk & Auditor, <br /> City. <br />Dear Sir:-- <br /> You will please'call a special meeting of the <br /> <br />Va., February 23, 1921. <br /> <br />City Council for F~iday, Feb- <br /> <br />rumry 25th, at 8 ~'olock P. M., to consider the following ordinance, placed on its first read- <br /> <br />ing by the body February Sth: <br /> <br /> An Ordinmuce Defining Milk and Its Properties, Regulating the l~oduction and Sale of Milk <br />in the City of Portsmouth, and Prescribing Penalties for Violation Thereof. <br /> <br />And such other matters as may be deemed expedient. <br /> <br />Very respectfully, <br /> <br /> R. A. Hutchins, Jr., President." <br /> <br /> Whereupon, the Milk Ordinance was taken up and remd: ~&r. Brooks moved that the ordinance <br />be adopted, seconded by Mr. Esleeek. <br /> <br /> T~r~J Hall moved that the privilege of the floor be granted to any person present who de- <br />hired to speak concerning the ordinance. The motion was adopted.. <br /> <br /> Attorney G. <br />of the ordinance. <br />proval. <br /> <br />Hatton, representing fourteen of the milk dealers, spoke against the passage <br />He asked that it be reconsidered and referred to the City Attorney for ap- <br /> <br /> Dr. Roper, Direc~o~ of.Public Welfare, spoke urging the passage of the ordinance. Dr. <br />Hope, 'of the Board of Health, the City M~n~ger, and D~. Joseph Grice, City B~c~eriologist~ spoke <br />and asked that the ordinance ~e a~optedo <br /> to amend. <br /> After considerable discussion of the ordinanee~ Mr. White moved/that it be referred ~ck <br />to the Director of Public Welfmre for revisio~, to be submitted at the next regular meeting of <br />the Council; seconded by Mr. Smith. The ame~dmen~ was ~d~pte~o by the following vote: <br /> <br /> Ayes-- Smith, Hutohlns, Cast, White, <br /> Nays-- Brooks, Esleeck, I~ll, <br /> <br />On motion, <br /> <br />adjourned. <br /> <br />C,[TY CLERk; AND <br /> <br /> <br />
