Brinson, <br /> City Clerk & Auditor, <br /> City. <br /> <br />"Dear Sir:-- <br /> <br />You will please call a special meeting Of the City CoUncil for Saturday <br /> <br />afternoon, February 26th, at 3 o'clock P. M., to hold investigation in the cases of J. M. <br /> <br />Broughton, Harry A. Eden, and S. C. Williams, suspended Officers from the Police Department. <br /> <br />"Very respectfully, <br /> <br />"R. A. Hutchins, Jr." <br /> <br /> The City Attorney -stated.the case from the City~Nanager'$ standpoint and Attorney R. J. <br />Davis made a statement for the suspended officers. <br /> <br />W. J. <br /> <br />After hearing the evidence of Mr. Cohen, Mr. Weinberg, J. D. <br />Pate, W. M. Land, witnesses for the City Manager, the Council <br /> <br />Ausley, J. Davis Reed, <br />recessed until 8:30 o'clock <br /> <br />Upon reconvening at ~:30, the following Councilmen were present: <br /> <br />Messrs-- Ver~non Brooks, R. B. Esleeck, J. C. Smith, <br /> J. C. Smith, <br /> J. H. Hall, Jr R~ A. Hutchins, Jr., Jo Alden Oast, <br /> <br /> Also the City Manager, <br /> <br /> Whereupon, Messrs. J. W. Roundtree, J. Davis Reed, and W. J. Pate testified for th~ <br />City Manager, and ~chn Warren, Osoie Dashiell, T. A. Talbot, W. D. Milford, and J. M. B~o~ghton <br />testified for the defense, and G. H~ Pettijohn closed the evidence by testifying for the City <br />Manager. <br /> <br /> After the summing up of the case by City Attorney Georg~ Bosman for the City Manager <br />and attorneys H, J. Davis and R. H. Bagby for the defense, Mr. White moved that the Council <br />retire to discuss the evidence and formulate a report. The motion was adopted. <br /> <br />Mr. Brooks then offered the following resolution: <br /> <br />"TO CITY MANAGER, PORTSMOUTH, VA. <br /> <br /> "Whereas, Purmmant to request dated January ll, 1921, from officers J. M. Broughton, H. A. <br />Eden and S. C. Williams, requesting afull, free and public investigation of th~action of <br />the City Manager in suspending the aforesaid officers from duty, on such information as was in <br />his hands,and the Council havi~g complied therewith; an~ <br /> <br /> <br />
