Sanitary <br />mrrangements mre-entmrely insufficient, interior mrra~gement of rooms and cells inconvenient <br />and unsuitable, and rooms for the proper confinement of prisoners entirely inadequate. In some <br />of the rooms used for the lnomrcerStion of prisoners the walls mre of ordinar{ plaster mhd <br />lathe type; mmny of the floors are of wood that should be concrete or s{eel; cells lack access <br />to the proper toilet arrangements and washing facilities; and prisoners are herded together so <br />a degree that~ in our opinlon~ is dmngerous to both health ~nd safety. Here~ we would mention <br />that there are no provisions for the segregation of prisoners who are brought in mhd found to <br />-have t~oer~losis or other oontmgious disea~e~ and that ~ fire within the building might be <br /> most disastrous to th~ lives of the inm~tes~ <br /> <br /> Under the haudto~p of inoonvenien% worn-out, antiqumted and inmdequ~e e~ipmen~, we <br />found the property in ae~¢lem~ly mhd good condition ms could be expected.
