<br />POSITIONS IN THE POLICE ~ND FIRE DEPARTMENTS IN THE CITY OF PORTSMOUTH, DESIGNATING THE NUMBER
<br />OF EMPLOYE~S THEREOF, FIXING THEIR COMPENSATION AND PRESCRIB!NG THEIR DUTIES, ESTABLZSH~NG
<br />THE MERIT SYSTEM IN SAID DUTIES AND PRESCRIBING RULES AND REGULATIONS FOR THE APPOINTMENT,
<br />PROMOTION AND DtSN!SSAL OF ENPLOYEE~ OF SAID DEPARTMENT~ AND FOR EXAMiNiNG, HEARING AND DE-
<br />TERMINING CHARGES AGAINST ~JCH EMPLOYEES, AND REP~ALING~ ALL ORDINANCES AND PARTS OF ORDINANCES
<br />IN CONFLICT HEREWITH.

<br />On motion of Mr. N~ll, the following amendments were made to the ordinance:
<br />
<br /> "Section 1: words "or Commissioner" struck ou~. "Thirty-six Detectives,"~inserted instead
<br />of Thirty-five. The words "City Manager" substituted for "Director of Public Safety."
<br />Next to the lmst sentence to remd as follows: "Subjec~ ~o the approval of the City Man,get,
<br />the Chief of Police may assign a member of the police force or department proper~y qualified
<br />therefor, who shall in addition to his other duties, have oharg~ of all matters pertaining to
<br />the Bertillion System of measurement in connection with the Police Department o£ the City
<br />of Port smout~ and who shall be paid the same pay as a Sergeant." The XmS~sentenoe to read
<br />ms follows: "The total number of detectives and patrolmen shall not e~ceed thirty~six

<br /> "In Route 3, substitute the following for the last sentence in Paragraph 1: "Port Norfolk

<br />9 a. m. and ~ p. m. a~l 6 p. m., following regular route ~rom Port Norfolk as £ar as Crawford
<br />street, thence to the Navy Yard via Cr~wfo=d, First, Lincoln, Fourth to FotuVth St. Navy Yard

<br />Brooks then moved the following amendments ~o the ordinance: "In Route No. 2, sub-
<br />the following for the last sentence: Between the hours of ?:OO a. m. and 9:00 a. m.
<br />m. and 6.O0 p.m., Park View jitneys may operate from P~rk ~View to the Navy Y~d over
<br />
<br /> At this point, a petition~ was read from certain citizens in the City of Portsmouth entering
<br />protes~ mgainst the re-routing and change of !o~rking of jitney busses in Portsmouth.
<br />
<br /> Whereupon, Mr. Esleeok moved that the ordinance be made to read so ~hat ~L&ll the routes
<br />the starting point shmll be on the north side of High street, east of Crawford, smd jitneys
<br />in mmking the route shall end at the same point, thus eliminating the west side of Crawford
<br />street, north of High, as a starting and ending point~
<br />
<br /> Mr. White Offered as an am~dment to Mr. Eslesck's amendment, requiring jitneys ~o $~art
<br />from the cast,side of Crawford street, south of High, going west on High street, and in re-
<br />turning ~O go from Court into County, to Crawford, to the point of starting. Seconded by Mr.
<br />Smith.
<br /> Mr. White, with th~ consent of his second, withdrew his amendment, and offered the
<br />following amendment instead: that jitneys start on the e~st side of Crmwford street, south of
<br />High, proceed west on High street, covering the route as designated in the ordinance, and ~e-
<br />turning proceed down High street to Water, down Water ~o County, County to Crawford, to the
<br />starting point.
<br /> Mr. Whitegs amendment ~o the s~nendment was l~st by the following vote:
