Hutchins, Jr., President." <br />~hereupon, the following oommuniemtion wms read from the City Manmger: <br /> <br />"To the Hono~ble City Council, <br /> Portsmouth, Va. <br /> <br />"Portsmouth, Va., May 26th, 1921. <br /> <br /> "Gentlemen:-- <br /> The attached items of improvement are now before the Council for oonsi~e- <br />ration mhd ~ would recommend as early action as practicable in order that the work may be <br />Commenced without delmy. The localities covered b~ these itmms h~ve all been visited by the <br />Council and ~ think the need for various improvements is mbvious. <br /> <br /> "In~no case is permanent paving proposed on streets not provided with sewers~ The macadam <br />will howe~er furnish a base for smooth paving in the future as we have found by actual exper- <br />ience on County street. I may add that the mmcadam will not be materially injured when cuts <br />for sewers ar~ made in the future, as the road material can he easily removed, placed to one <br />side, and replaced after the sewers have been laid. I feel tha~ it is essential that we should <br />s~t on ~hie work without del~y both on account of the very grmve need for im~2oved transpor- <br />tation facilities in the portions of the City covered by the proposed work and as a matter <br />of public policy. <br /> <br /> "There has been some discussion as to the advis~bility of Impr~oving both' Ches'tnut Street <br /> between Jefferson and the Shell Romd and Elm Avenue. It is my opinion that both these streets <br /> should be ~mProvedo ~Tf, however, preference is to be given to either at-present, Chestnut <br /> Street should be selected ms i~ is a more economical proposition and it may be commenced at <br /> once. It will give .a direct route to Crmddook and to manufacturing plmnts to the south of <br /> the City, which is bmdly needed. If E~m Avenue is eete~ted to the exclusion of Chestnut <br /> Street it may ~e months before the question of the opening of Cooke Street is cleared up and <br /> while-it would bepossible to improve at once the south end of Elm Avenue, it,would not give <br /> a through north and south ~eet on account of the gap betwee~ County and Sou~h St-reets.~ It <br /> would not give me direct route to Crmddook and the manufacturing plants as it would involve <br /> a oonSi~er~ble ~etour in order to get on the County road now generally used to reach Oraddock. <br /> I may mdd ~1~O that the improvement of Chestnut Street is especially d~slred by the residents <br /> of the Nin~h~'Ward. I do n~t claim that this lmst s. hould be a deciding element in the mmtter <br /> but it should mt least be given consideration. If the intersection of Elm Avenue and the Old <br />_Deep Creek. Road be taken as a starting point, the distance from this point to Court and High <br /> Streets via Elm Avenue is slightly shorter than the distance via Chestnut, Lincoln, Fourth <br /> mhd Court. The cdr'ant,ge ofdistance so far as this point is concerned is therefore slightly <br /> in fmvoz of Elm Avenue. <br /> <br /> "This matter is Of such grave importance that ~ earnestly recommend a special ~usiness <br />meeting of the Council to conside~ it. <br /> <br />"Your s very truly, <br /> <br /> "J.
