<br />to note an appeal from the decision of the Circuit Cour~ on license tax oases, and that the
<br />Virginia News Company be notified of our action.

<br /> Protest 0£ citizens ~nd property owners on County and Dinwiddie s~reems, adjacent to the
<br />southwest intersection of said streets, against construction of a fire engine house at said
<br />corner.

<br /> Recommendation of the Manager that he be aumhorized to purchase a tractor for use on
<br />streets ~n the old City and the Ninth Ward, $800. cf the cost ~o be paid from sur Bond Issue
<br />and $800. from the appropriation of overhead expenses of the Ninth Ward.
<br /> It is recommended that an apprcp~iation of $1600. be allowed, from the last bond
<br />issue, to purchase this tractor.

<br /> Recommendation of the Manager that an additional appropriation of $1t00. be allowe~ for
<br />water and fuel at the Jail covering bills already made and anticipated expenditures for the
<br />rest of the Year.
<br /> It is recommended that a special appropriation of $270.~6 be allowed to pay for fuel
<br />at the Jail.

<br /> Recommendation of the Manager that the City make each year ihe necessary appropriation
<br />to~ay premiums On bonds of all City Officials, involving an expense of about $~O0. per year.

<br /> Mr. Hall moved that the report of the ~ommittee be adopted, except the recommended
<br />ordinance for the issue of $150, O00. Jail Bonds. The motion was adopted by the following
<br />vote:

<br /> Then Mr. E sleeck moved that the recommended ordinance for issue of $150,000.00 Jail
<br />Bonds be placed on its first reading. The motion was adopted by the following vote:

<br /> At this point, a:~communication was read from the Mayor sta2ing that at a mass ~eeting
<br />oh November 3rd a resolution was passed directing the Mayor to petition the Council for the
<br />appointment off a committee and provision for its expenses, to investigate conditions of unem-
<br />ployment in other yards and to proceed to Washington to arrange a joint interview with the
<br />entire Virginia delegation in Congress mhd the Secretary of the.Unemployment Commission, with
<br />a view to securing additiomal money and more work at the Norfolk Navy.'Yarch
<br /> The Mayor recommended that a special appropriation of $300. be mlXowed to defray She~
