<br /> l~th. Submitted communication from Mrs. A. MoP. BoatwriEht, President of the Library
<br /> Association, making request for an appropriation of '$5,000.00, for an addition to the presiden~
<br /> library building, so thmt the local Association may accept the offer of Mrs. L. R. Watts
<br /> On motion, the communication was referred to Zhe Finance Committee.
<br />
<br /> 15th. ~ommunication stating that some time during the Year l~l~,, a charge of $3,000. was
<br /> made £or fire hose ~gainst the Eighth Ward and a similar, charge of $1,000. ~gainst. the Ninth
<br /> Ward,_, Zt is the opinion of the I~ager that these charges were erroneous and he recommends
<br /> that ~ne.amount of $3,000. be re-transferred to the credit of the Eighth Ward and $1,000. to
<br /> the credit of the Ninth Ward.
<br /> On motion, the communication was referred to the Finance Committee.

<br /> The following ordinance, which h~d been placed on its first reading by Council February
<br /> 10th, was taken up mnd read:
<br />
<br /> AN ORDINANCE AUTHORIZING AND INSTRUCTING THE CITY MAMAGE TO INCREASE THE JITNEY SERVICE.
<br /> In this connection, the £ollowing resolutions mdopted ~y the Eighth W~rd Civic League
<br />
<br /> "WHEREAS, We believe our City is facing a ~risis that may cost it much pres~age and
<br /> many millions of dollars;and,
<br />
<br /> "WHEREAS, We believe that all good citizens should put forth their best efforts to
<br /> save the City from great loss and suffering;and,
<br />
<br /> ~HER~AS, We believe that the mere settling of the strike under present conditions
<br /> will not suffice unless the Traction Co. and its employees are put in a position to opermte
<br /> on a ,fair and reasonable basis,
<br />
<br /> "RESOLVED, That we request the Honorable City Council,
<br />
<br /> "lst~ To relieve the Company of unnecessary duplicate and parallel service.
<br />
<br /> "2nd. To relieve th~ Company of Jitney competition in any part of the City where
<br /> the Company can ~nd does give ~n effteienm and satisfactory service.
<br />
<br /> "3rd. That ~ ~
<br /> ta~ Traction Company shall use as much of the material of th~ abandoned
<br /> tracks as m~y be necessary ~o finish double tracking the main line to Chautauqua Ave. and
<br /> maintain a schedule not less thmn ten (10) minutes and more frequen~ when and where the traffic
<br /> demands it, putting in pass tracks where needed mnd a loop ~t the other end of the line to
<br /> permit trailers where necessary.
<br />
<br /> "$th. That in consideration of the honesty and efficiency of the Company's former
<br /> employees in Portsmouth and in consideration of the fact thmt many of them have given the best
<br /> years of their lives to this Service and some of them having reached the age where they can
<br /> not hope to succeed in any other line of endeavor. And in consideration of the fact that most
<br /> of them hmve established their homes here, in this community, dependent on the Traction Company
<br /> for m living for themselves and their families. Thal~ the Traction Company will agree to arbi-
<br /> trate the question of wage scale and re-instatement of the former platform men in Portsmouth.
<br />
<br /> "Sth. That me pledge ourselves'to appear before the ~o~uncil or Traction Co.,one
<br /> or both, to urge this resolution. And that m copy be furnished the City Manager, Council,

<br /> On motion cf Mr. Esleeck, the privilege of the floor w~s gramted to Mr.I~per, President
<br /> of the Eighth W~d Civic League, who spoke as t o the resolutions.
<br />
<br /> Mr. White moved that th~ordinanoe be laid on the table. The motion ~eceived no second.
<br />
<br /> Mr. Brooks moved that the ordinance be adopted. The motion was lost by the following
<br />vote:
<br /> Ayes--Brooks, Esleeck, Hall,
<br /> Nays--Hutchins, Omst, Smith, White,
<br />
<br /> Then ~[r. Hall moved that the City Manager be instructed to bring in an amendment to the
<br />Jitney Ordinances prescribing routes and number of additional jitneys ~o accommodate people;
<br />n~ming routes and specifying number of jitneys for each route. Same mo be submitted ~o the
<br />next meeting of Council. The motion was adopted by the following vote:
<br />
<br /> Ayes--Brooks, Esleeck, Hall, Hutohins, Cast, Smith, White,
<br />
<br /> Action on the following ordinance, which had Peen placed on its first reading January
<br />24th, was de~erred until the next meeting oY Council;
<br />
<br /> An Ordinance to Repeal ~An Ordinance Granting ~ Franchise for the Use of Certain Streets
<br />of the City of Portsmouth for an automobile Passenger Bus Line from the City of Portsmouth to
<br />the City of Suffolk, Virginia."
